Polaris ESS learned that on April 21, the winning bid result for the EPC general contracting of the ESS power station at Xuanwei Power Plant of Qujing Guodian Electric Power New Energy in Yunnan Province was announced, and Hubei Electric Power Design & Research Institute Co., Ltd. won the project.
According to the previously released winning bid candidate announcement, the first winning bid candidate was Hubei Electric Power Design & Research Institute Co., Ltd., with a bid price of 69.79019327 million yuan, equivalent to a unit price of 0.997 yuan/Wh.
The second winning bid candidate was Northwest Hydropower Engineering Co., Ltd., with a bid price of 69.84477705 million yuan, equivalent to a unit price of 0.998 yuan/Wh.
The bid inviter was Qujing Guodian Electric Power New Energy Development Co., Ltd. The Xuanwei Power Plant centralized energy storage allocation project has an installed capacity of 100MW/200MWh, located within the Xuanwei Branch of Guodian Electric Power Development Co., Ltd. in Xuanwei City, Yunnan Province. This section will build an ESS capacity of 35MW/70MWh, with the public part of the ESS power station constructed in one go (including two 20kV collection lines, each 25MW, excluding the 65MW/130MWh battery cabin and its foundation, PCS step-up integrated cabin and its foundation, which will be implemented separately by the bid inviter). The ESS project will utilize the existing #7 unit 220kV step-up station, replacing switches, circuit breakers, hydraulic mechanisms, voltage and current transformers, and lightning arresters, while retaining the original foundation. To ensure the grid connection and commissioning task, the existing SFP10-370000/220GW transformer will be used, with the high-voltage side being a 220kV line-transformer group connection. The 20kV side will newly construct the 20kVⅠ busbar. The 20kV switchgear and secondary panels will be placed in newly purchased prefabricated cabins, with the 20kV switchgear and batteries on the first floor and the secondary panels on the second floor of the prefabricated cabins. No separate main control room will be set up, and the original centralized control room will be used. The ESS power station mainly consists of ESS batteries, power conversion systems (PCS), and step-up transformers. The PCS can achieve bidirectional power conversion: during charging, the PCS acts as a rectifier to convert AC power into DC power for storage in the ESS; during discharging, the PCS acts as an inverter to convert the stored DC power into AC power for supply to the power grid.
