






On April 18, Premier Li Qiang of the State Council presided over an executive meeting of the State Council. The meeting studied several measures to stabilize employment and the economy, promote high-quality development, listened to reports on the handling of issues exposed during the "3·15" Gala, discussed the draft of the Social Assistance Law of the People's Republic of China, and reviewed and approved the revised draft of the Regulations on the Protection of New Plant Varieties of the People's Republic of China.
The meeting pointed out that in the face of a complex and severe external environment, it is necessary to thoroughly implement the arrangements of the Central Economic Work Conference, intensify the implementation of policy measures outlined in the Government Work Report, anchor the goals of economic and social development, increase counter-cyclical adjustment efforts, focus on stabilizing employment and foreign trade, promoting consumption and expanding domestic demand, optimizing structure and improving quality, strengthening the domestic circulation, and promoting high-quality economic development. Enterprises should be encouraged to actively stabilize employment, increase vocational skills training, expand support such as work-for-relief programs, and strengthen public employment services. The development of foreign trade and foreign investment should be stabilized, with tailored support measures for different industries and enterprises, and support for reinvestment by foreign enterprises in China. Service consumption in areas such as elderly care, childbirth, culture, and tourism should be promoted, effective investment should be expanded, and the enthusiasm for private investment should be vigorously boosted. The stock market should be continuously stabilized, and the real estate market should be steadily and healthily developed. Once relevant measures are introduced, they should directly reach enterprises and the public, improve implementation efficiency, and ensure effective results.
The meeting noted that the handling of issues exposed during the "3·15" Gala has made phased progress. It is necessary to learn from these issues, address both symptoms and root causes, strengthen daily supervision and preventive work, focus on public concerns to enhance quality and safety supervision, further tighten and consolidate the responsibility of the entire chain of supervision, severely punish illegal and non-compliant behaviors, and create a safe and reassuring consumption environment. Efforts should be made to enhance the capacity of grassroots supervision, promote the sinking of administrative law enforcement and regulatory forces, and focus on the application of new-generation information technology to effectively improve the foresight, precision, and timeliness of supervision. The establishment of a penetrating regulatory system should be explored, and efforts should be intensified to promote the construction of a unified national market.
The meeting discussed and approved in principle the draft of the Social Assistance Law of the People's Republic of China, deciding to submit the draft to the Standing Committee of the National People's Congress for deliberation. The meeting pointed out that social assistance is a fundamental and basic institutional arrangement in the social security system. It is necessary to do our best within our capabilities, scientifically determine the level of assistance based on economic and social development, strengthen departmental coordination, fully mobilize social forces to participate, and form a strong joint force to provide a safety net for the disadvantaged.
The meeting reviewed and approved the revised draft of the Regulations on the Protection of New Plant Varieties of the People's Republic of China. The meeting pointed out that the revision of the regulations should be taken as an opportunity to deeply implement the action to revitalize the seed industry, further strengthen the protection of new plant variety rights, and support the innovative development of the seed industry.
