[SMM Analysis] Calculation of the tariff rate for U.S. exports of energy storage cells to China after the implementation of the "reciprocal tariff."

[SMM Analysis] On the afternoon of April 2nd local time, according to the White House statement, the 10% "benchmark tariff" will take effect at 00:01 Eastern Time on April 5th. The higher "reciprocal tariff" targeting specific countries will come into force at 00:01 on April 9th. After the reciprocal tariff takes effect, considering all the tariff policies, the combined tariff rate for energy storage cells will reach: 3.4% basic tariff + 7.5% Section 301 tariff + 20% general tariff + 34% reciprocal tariff = 64.9%.

On the afternoon of April 2nd local time, President Trump of the United States announced at the White House the implementation of "reciprocal tariff" measures against trade partners. According to the White House statement, the 10% "benchmark tariff" will take effect at 00:01 Eastern Time on April 5th, and the higher "reciprocal tariff" targeting specific countries will come into force at 00:01 on April 9th.

The chart displayed by Trump shows that the U.S. will impose a 34% reciprocal tariff on Chinese goods. The current tariff structure for energy storage cells exported from China to the U.S. is as follows:

  • Basic tariff: 3.4%

  • Section 301 tariff: 7.5%

  • General tariff on China: 20%

  • New reciprocal tariff: 34%

After the reciprocal tariff takes effect, considering all the tariff policies, the combined tariff rate for energy storage cells will reach:

3.4% basic tariff + 7.5% Section 301 tariff + 20% general tariff + 34% reciprocal tariff = 64.9%

According to the policy adjustment schedule, after the new policy of the Biden administration, which increases the Section 301 tariff from 7.5% to 25%, takes effect on January 1, 2026, the tariff on energy storage cells will rise to:

3.4% basic tariff + 25% Section 301 tariff + 20% general tariff + 34% reciprocal tariff = 82.4%.

It should be particularly noted that although the prices of cell raw materials in the U.S. will also rise in tandem with the tariff policy, the cost advantage of Chinese cell exports will be significantly weakened.

Observ’ER’s annual report shows that France’s small-scale solar market slowed sharply in 2025 after eight consecutive years of growth. Sales volumes for systems below 3kW fell 45.4% YoY to 153.25MW, while the 3kW to 9kW segment dropped 17.6% from 685MW to 564.1MW. Observ’ER attributed the decline mainly to regulatory changes introduced in 2025. Since March, 0-9kW systems have no longer been allowed to sell their full output to EDF OA and can only sell surplus electricity, while the surplus feed-in tariff fell from EUR 0.12/kWh to EUR 0.01/kWh. Self-consumption incentives were also reduced. SMM believes the rapid shift toward self-consumption has weakened short-term project economics for France’s residential PV market, making storage and higher self-consumption rates increasingly important for future demand recovery.

Lebanon’s Electricity Regulatory Authority has launched a tender for up to five grid-connected solar projects with a combined installed capacity of 350MW and 1GWh of battery energy storage. The location and exact capacity of each project have yet to be announced. Selected developers will be responsible for land acquisition or leasing, permitting, design, financing, construction, interconnection, testing, commissioning, and long-term operation and maintenance. The projects are expected to follow an independent power producer model, with expressions of interest due by Aug. 31. IRENA data show Lebanon’s cumulative solar capacity reached 1.505GW by the end of 2025, up from 1.081GW in 2024.
