[SMM Hydrogen Energy Policy Express] "Guangzhou's Fund Management Measures for Supporting Hydrogen Energy Industry Development"

On March 13, 2025, the Guangzhou Development and Reform Commission issued a notice seeking opinions on the "Guangzhou Hydrogen Energy Industry Development Fund Management Measures." The notice stated that enterprises contributing to Guangzhou's acquisition of "key component R&D industrialisation" points in the national fuel cell vehicle demonstration city cluster assessment would be granted financial rewards. Referring to the national comprehensive evaluation reward points, in principle, each point would be rewarded with 50,000 yuan. The total reward for similar products from each enterprise at the central, provincial, and municipal levels would not exceed 50 million yuan.

For innovative consortia that pass project evaluations organised by the Municipal Development and Reform Commission, each would receive a subsidy of 20 million yuan.

For light hydrogen fuel cell vehicles (total weight less than 4.5 mt), medium hydrogen fuel cell vehicles (total weight 4.5 mt and above but less than 12 mt), and heavy hydrogen fuel cell vehicles (total weight 12 mt and above) with data connected to national, provincial, and municipal fuel cell vehicle demonstration application-related information platforms, operational subsidies would be provided at a maximum rate of 0.5 yuan/km, 1 yuan/km, and 2.5 yuan/km, respectively, for each calendar year. Distances less than 1 km would be calculated as 1 km. The maximum annual subsidy per vehicle for the three types of car models would be 20,000 yuan, 40,000 yuan, and 100,000 yuan, respectively.
