Announcement of the Winning Candidate for the EPC General Contract of Guoneng Tongling 110MW Fishery-PV Complementary Project] On February 25, the announcement of the winning candidate for the public tender of the EPC general contract for the first phase (second batch, 110MW) of the Donghu Fishery-PV Complementary Power Generation Project at Tongling Power Plant, Anhui Company, was released. The tendering unit for this project is Guoneng Tongling Power Generation Co., Ltd. The planned installed capacity for this phase is expected to be 130.03MWp on the DC side and 109.8MW on the AC side. On February 25, the announcement of the winning bid candidates for the public tender of the Anhui Company Tongling Power Plant Donghu Phase I (Second Batch 110MW) Fishery-PV Complementary PV Power Generation EPC General Contracting Project was released. The tendering unit for this project is Guoneng Tongling Power Generation Co., Ltd. The planned installed capacity for this phase is expected to be 130.03068MWp on the DC side and 109.8MW on the AC side.

According to the winning bid result, Guoneng Longyuan Environmental Protection Nanjing Co., Ltd. ranked as the first winning bid candidate with a bid price of 245.0645 million yuan, equivalent to a unit price of approximately 1.885 yuan/W; PowerChina Hebei Engineering Co., Ltd. ranked as the second winning bid candidate with a bid price of 250.5086 million yuan, equivalent to a unit price of approximately 1.927 yuan/W.

Project Overview and Tender Scope:

The Donghu Phase I Fishery-PV Complementary PV Power Generation Project of Guoneng Tongling Power Generation Co., Ltd. is invested and constructed by Guoneng Tongling Power Generation Co., Ltd. The project plans a total installed capacity of 200MW on the AC side, to be constructed in two batches: the first batch has already completed a PV power station with a DC side capacity of 110MWp and an AC side capacity of 90MW. The current phase is expected to have a planned installed capacity of 130.03068MWp on the DC side and 109.8MW on the AC side. The project is located in the Donghu area of Yian District, Tongling City, specifically in Xilian Town and Shunan Town. The central coordinates of the site are 117.90282553°E and 30.97825224°N.

The scope of this section includes the Anhui Company Tongling Power Plant Donghu Phase I (110MW) Fishery-PV Complementary PV Power Generation PV Field EPC General Contracting Project. It is planned to install a total of 211,432 battery modules, using monocrystalline silicon N-type bifacial double-glass 615Wp modules, and construct 39 monocrystalline silicon arrays. The scope of work includes but is not limited to: grid-connected PV power generation systems (this section excludes the 35kV overhead collection line, 110kV booster station, 110kV outgoing project, and the opposite station renovation. The demarcation point between this section and the outgoing section is at the first cable terminal tower at the end of the box transformer convergence point. The civil works (such as cable trays, conduits, and working wells), cables (including the cables on the tower and spare cables under the tower), materials (including cable terminal head production and cable testing), optical cables (including the optical cables on the tower and spare optical cables), cable and optical cable laying, protective pipes, etc., from the end box transformer convergence point (5 convergence points) to the cable terminal tower are included in the PV area section. The specifications and technical requirements of cables and optical cables from the end box transformer convergence point (5 convergence points) to the cable terminal tower need to be coordinated with the outgoing section, with this section responsible for coordination and the outgoing section providing full cooperation. Cable testing, defect and issue troubleshooting are the responsibility of this section, with full cooperation from the outgoing section. For details, refer to Chapter 5 of the Employer's Requirements, Section II, Project Scope, (III) Project Boundary), PV field survey (detailed geological survey) design, procurement and supply of all equipment and materials, site leveling, installation of PV modules, inverters, pile foundations, brackets, box transformers, and other equipment and foundations, DC cables, collection lines (all power cables from inverters to box transformers and from box transformers to the terminal tower of the collection line), internal roads, fences, lightning protection and grounding, fire protection, and other construction and installation works, secondary transportation, commissioning, testing, trial operation, acceptance, as well as water and soil conservation and environmental protection construction, defect rectification for the above works, performance testing, performance guarantee assessment and acceptance of the entire system, testing and inspection, grid connection testing, system debugging, grid-related debugging, trial operation, project quality supervision and acceptance, defect rectification, training, final acceptance and delivery for operation, warranty and after-sales service, construction period project insurance; project acceptance (including water conservation, safety facilities, environmental protection, fire protection, occupational health, archives, and other special acceptances and final acceptance); handover and warranty period services. The total construction period for this project is 130 days. For specific details, refer to the Employer's Requirements section. (All the above periods are planned periods. If there is any inconsistency between the total calendar days of the construction period and the construction period days calculated based on the aforementioned planned dates, the total calendar days of the construction period shall prevail.)
