Notice on Organizing the Fifth Batch of Provincial Selection for First (Set) Major Technical Equipment Issued by the Zhejiang Provincial Energy Bureau

I. Requirements for Project Application

  1. Technological Breakthroughs and Independent Intellectual Property Rights:
    • The applied projects should represent major technological breakthroughs achieved domestically for the first time, possess independent intellectual property rights, and involve key technical equipment in the energy sector that has not yet achieved large-scale market performance.
    • This includes the first three sets or batches of complete equipment, whole-machine equipment, core components, control systems, basic materials, software systems, etc.
  2. Key Areas:
    • The applied projects should aim to ensure national energy security, support the goals of carbon peaking and carbon neutrality, and contribute to the construction of a new-type energy system.
    • The focus should be on advanced renewable energy, new-type power systems, safe and efficient nuclear energy, green and efficient development and utilisation of fossil energy, new-type ESS, pumped storage, hydrogen energy and its comprehensive utilisation, digitalisation and intelligence of energy systems, energy conservation, and efficiency improvement.
  3. Engineering Application Conditions:
    • The technical equipment of the applied projects should have been developed and be ready for engineering application.
    • The supporting projects should have fulfilled the preconditions for construction, be capable of signing formal supply contracts within one year, and commence construction within two years, with a controllable construction period.
  4. Encouraged Technical Equipment:
    • Encouragement is given to technical equipment such as gas turbines, key components, basic materials, and specialised software to promote technological breakthroughs and demonstrations through the application of the first set, filling gaps in related fields and gradually enhancing the level of independent controllability.

II. Application Methods and Requirements

  1. Application Entities:
    • In principle, the first set of major technical equipment in the energy sector should be applied for by the user unit leading a joint application with the development unit.
    • For technical equipment without a determined supporting project, the development unit may apply based on the technological breakthroughs of the equipment.
  2. Application Materials and Submission:
    • The applying unit must submit the attachments listed in the "Application Report for the First Set of Major Technical Equipment in the Energy Sector" as required.
    • The application materials must include one paper copy and one electronic copy, with the electronic copy containing both WORD and PDF scanned documents, recorded on a CD, with each project not exceeding 30 MB.
  3. Application Process and Timeline:
    • The energy authorities of each prefecture-level city are responsible for organising the application work in their respective areas. Each city may submit no more than five projects, which should be reviewed and summarised before being submitted to the Zhejiang Provincial Energy Bureau.
    • Projects applied for by central state-owned enterprise groups must include a support letter from the energy authority of the prefecture-level city where the supporting project is located and will not count towards the local quota.
    • Ningbo, as a separately listed city, will organise its own review and application process, with relevant information simultaneously reported to the Provincial Energy Bureau.
    • Please send the recommendation letter and application materials to the Zhejiang Provincial Energy Bureau via China Post EMS by March 10, 2025.
  4. Other Requirements:
    • Applications should be submitted on a per-equipment basis, and bundled applications are prohibited.
    • Each application project should, in principle, involve no more than three user units and no more than five development units.
    • The applying units must strictly follow the relevant requirements to complete the application materials, ensuring their completeness, authenticity, accuracy, and traceability for verification, and must not involve state secrets or trade secrets.
