[Minimum 3.136 yuan/W! Announcement of Winning Candidates for the 150MW PV Project EPC in Wuhu, Anhui] On February 14, the announcement of winning candidates for the 150MW PV power generation project in Shenxiang Town, Jiujiang District, Wuhu City, was released. The estimated bidding control price for this project is 529.4461 million yuan, and settlement will be based on the actual installed capacity on the DC side, with a comprehensive unit price not exceeding 3.2929 yuan/Wp. On February 14, the announcement of the candidates for the 150MW PV power generation project in Shenxiang Town, Jiujiang District, Wuhu City was released. The estimated bidding control price for this project is 529.4461 million yuan, with settlement based on the actual installed capacity on the DC side, and a comprehensive unit price not exceeding 3.2929 yuan/Wp.

Details of the candidates:

First candidate: China Gezhouba Group Electric Power Co., Ltd., with a bid price of 504.6912 million yuan, equivalent to a unit price of approximately 3.139 yuan/W;

Second candidate: China Energy Engineering Group Anhui Electric Power Construction Second Engineering Co., Ltd., with a bid price of 504.1767 million yuan, equivalent to a unit price of approximately 3.136 yuan/W;

Third candidate: China Energy Engineering Group Guangdong Thermal Power Engineering Co., Ltd., with a bid price of 506.7813 million yuan, equivalent to a unit price of approximately 3.152 yuan/W.

According to the bidding announcement, the project owner is Anhui Province Xinneng Venture Investment Co., Ltd. The construction site is located in the north-west side of Shenxiang Town, Jiujiang District, Wuhu City, involving five administrative villages (Fengxu Village, Dengta Village, Sunzhuang Village, Min'an Village, and Baoxu Village) and two communities (Wuxianji Community and Luobai Community). The project has a registered capacity of 150MW, with the DC side installed capacity temporarily set at 160.78088MWp.

The bidding content is as follows:

Project content: The 150MW PV power generation project in Shenxiang Town, Jiujiang District, Wuhu City. The construction content of this project includes the PV field area, a 220kV booster station, 35kV collection lines, and 220kV outgoing lines. The PV field area covers approximately 3,703.1 mu, and the booster station occupies an area of about 4.56 mu.

Scope of bidding: This project adopts the EPC general contracting model. The general contractor is responsible for, but not limited to, the entire process of project construction, including survey, design, equipment and material procurement, construction, trial operation, and completion acceptance. The contractor is responsible for the quality, safety, cost, and progress of the construction project, including but not limited to the following:

(1) Engineering survey and design (including all engineering surveys, preliminary design, construction drawings, and as-built drawings from the PV installation array foundation to the grid connection point);

(2) Procurement and management of all equipment and materials related to the project (including modules, brackets, pipe piles, cables, power distribution equipment, box inverters, tower materials, fittings, insulators, accessories, conductors, etc.);

(3) Project construction (including construction, installation, construction coordination, temporary land use, and testing);

(4) Grid connection acceptance, special acceptance, and completion acceptance (including special acceptance for power quality supervision, building structure quality supervision, grid connection performance, environmental protection, flood evaluation, water conservation, fire protection, lightning protection, archives, occupational health and safety evaluation, etc.), handling of grid-related procedures, protection settings, high-voltage power supply and use contracts, grid connection dispatch agreements, power purchase and sale agreements, power generation business license applications, etc., achieving simultaneous implementation of fire protection, safety facilities, labor safety and hygiene, and environmental protection;

(5) Procurement of safety tools, spare parts, production preparation materials, and services during the warranty period after project acceptance and handover;

(6) Overall responsibility for the construction project, including management of the entire process of project implementation, such as construction quality, safety, cost, progress, and other aspects.
