Several Measures for a "Good Start" in Q1 2025 in Qinghai Province

Q1 serves as an economic barometer for the entire year, playing a crucial role in rallying efforts, boosting confidence in development, and achieving annual goals and tasks. Efforts should be made to thoroughly implement the spirit of the Central Economic Work Conference, fully carry out the decisions of the 14th Provincial Party Congress and the Provincial "Two Sessions," strengthen confidence, strive for excellence, stabilize expectations, and stimulate vitality to promote sustained economic rebound and improvement, ensuring a strong start for the province's economy in Q1.

I. Strive to Win the Battle for Stable Industrial Growth

1. Promote High-Quality Investment Attraction. Introduce several measures to further strengthen investment attraction and formulate the 2025 annual investment attraction work plan. Carefully prepare for the provincial conference on promoting employment, development, and unity through investment attraction. Strengthen the planning and reserve of key investment projects, and establish a three-tier investment project database at the provincial, municipal, and county levels. Focus on industry chain investment in fields such as new energy, new materials, and green computing power, and organize investment promotion activities in key regions such as Beijing, Jiangsu, Guangdong, and Hubei to build competitive and complementary industrial clusters. 2. Promote the Stable, Full, and Operational Production of Key Projects. Coordinate and implement the minimum production plan for potash fertilizer in 2025, ensuring an annual production of over 7 million mt. Support orderly release of crude steel capacity by Xigang to achieve stable production and incremental growth. Expedite the capacity replacement project of Chalco Qinghai Branch's 600kA electrolytic cells, the annual production of 40,000 titanium alloy extrusion die forging intelligent manufacturing project by Zhongtai Qingduan, and the 500 mt traditional Chinese medicine formula granule technological transformation project by Sinopharm Plant. Accelerate the commissioning of projects such as the 100,000 mt polysilicon project by Haidong Hongshi, the new-type display module project by Dongyao Zhixian, the 100,000 mt polysilicon project by CSG Nisshin, and the 20 GW monocrystalline pulling project by Leidibao. Speed up the construction of projects such as the 40,000 mt basic lithium chemicals project by Salt Lake Co. and the 20,000 mt lithium carbonate project by Huixin. Enhance training, guidance, and services for construction enterprises, conduct regular scheduling of key enterprises, and address practical difficulties in their production and operations. Build platforms for exchange, service, and promotion to foster cooperation between local enterprises and large construction enterprises from other provinces, actively expanding markets. Supervise local governments, some central state-owned enterprises, and state-owned enterprises to clear overdue payments to enterprises, ensure timely payment of project funds, and complete the calculation of remaining project volumes as soon as possible to ensure timely inclusion in statistics. Strengthen project planning and coordination, accelerate reforms in the project approval system, and promote integrated project approval for government investment projects of the same type within the same city, county, or district during the investment decision-making stage. 8. Promote the Accelerated Development of the Transportation Industry. Implement actions to optimize the transportation structure, accelerate the capacity expansion and commissioning of the Qinghai section of the Ge-Ku Railway, promote railway freight package services and multimodal transportation of bulk materials, and utilize independent pricing rights in the railway sector to actively expand the railway freight market. Ensure railway capacity organization during the Chinese New Year period to meet passenger transport needs for returning home, school, factories, and tourism. Diversify passenger transport products, enhance marketing for key groups, and operate tourist trains. Implement differentiated tolls on toll roads and optimize the traffic flow ratio of highways and national/provincial roads. Increase the frequency of flights on key city routes, adjust and optimize the structure of regional flights, develop high-value-added comprehensive logistics projects, and enhance the shipment volume of locally sourced goods.

9. Stabilize and Rebound the Real Estate Market. Formulate implementation opinions on building a new model for real estate development to promote high-quality development in the sector. Increase housing purchase subsidies, support key cities such as Xining and Haidong in improving supporting policies, and carry out promotional activities for commercial housing. Maximize the combined effects of financial and tax policies, tap into housing demand from industrial park workers, rural teachers and doctors, migrant workers, and new urban residents, and continue to release rigid and improved housing demand. Guide city governments to develop differentiated preferential subsidy policies for first-time homebuyers, low-income families, and highly skilled talents. Increase subsidies for young livestock, adjust and optimize herd structures, improve the survival rate of calves and lambs, and stabilize the basic production capacity of cattle and sheep. Guide breeding entities to adjust the inventory of breeding sows, implement policies such as breeding sow subsidies and piglet loans, and ensure that pig production capacity remains within a reasonable range. Implement projects such as infrastructure construction, agricultural and livestock product processing, and brand building, and accelerate the construction of modern agricultural industrial parks, advantageous and characteristic industrial clusters, and strong industrial towns. Apply for the establishment of an advantageous and characteristic industrial cluster for highland cool-climate vegetables. Promote the certification of green food and organic agricultural products. Leverage the East-West collaboration and counterpart assistance mechanisms to promote the "Qing" brand products to broader markets. 16. Increase Efforts to Secure Funding. Plan and advance the "two major" strategies, "hard investments," and "soft construction" in an integrated manner. Accelerate the construction progress of 96 "two major" projects from last year to quickly generate more physical content. Focus on national investment directions and establish a work mechanism for planning and reserving "10 billion, 1 billion, and 100 million" investment projects. Plan and reserve a batch of major and high-quality projects in areas such as comprehensive transportation, energy, information, logistics cost reduction and efficiency improvement, irrigation district construction, low-altitude economy, and people's livelihood. Actively strive for various funds, including central budgetary investments, ultra-long-term special government bonds, and new local government special bonds. Increase fiscal support at all levels for project preliminary work, accelerate the allocation of provincial budgetary preliminary expenses, improve fund utilization efficiency, prevent "funds waiting for projects," and ensure "projects waiting for funds." Ensure that the operating rate of provincial key projects exceeds 25% and that over 15% of the annual planned investment is completed. Organize winter projects that do not stop construction, initiate projects such as the Golmud East Sub-base of the Qaidam Desert Base, and accelerate the construction of major projects like the Sichuan-Qinghai Railway, Xining Airport Phase III Expansion, Tong-Sai Expressway, Nalenggele River Hub, and Phase I of the Qaidam Basin Water Resource Allocation. Optimize and adjust the scope, methods, and standards of subsidies for home renovation and trade-in, and enhance the service functions of the "Trade-In QingqingU Benefit" consumer goods trade-in application platform. Continuously improve the coverage of policy publicity and the penetration rate of policy implementation. Advance the allocation of 1.5 billion yuan in new local government general bond transfer quotas for 2025 and promptly allocate 690 million yuan in central ultra-long-term special government bond funds. Promote the reform of "streamlining administration, delegating power, and improving services" for fiscal special funds, adjust and optimize the management methods for special funds, and actively strive for support for central competitive evaluation projects. Utilize mechanisms such as the coordination of government investment projects and funds and "fund pooling" to increase support for key areas, including building an ecological civilization highland, constructing the "four bases" for industries, and promoting people-centered new-type urbanization. Organize provincial "point-to-point, one-stop" cross-provincial labor transfer ceremonies, achieving organized and large-scale employment transfers for 60,000 people. Implement labor-based poverty alleviation programs to create local employment opportunities for 3,000 farmers and herders. 27. Fully Ensure a Stable Safety Situation. Strengthen the special action for winter and spring safety production and natural disaster risk investigation and rectification, and conduct the second round of comprehensive inspections for safety production and natural disaster risk investigation and rectification. Focus on key industries and areas such as spring transportation, road traffic, construction, urban gas, cultural tourism, fire safety, electric bicycles, fireworks and firecrackers, and special equipment, as well as key locations such as hospitals, schools, tourist attractions, and urban complexes. Conduct special rectifications for safety production risks to resolutely prevent and curb major accidents.
