Announcement of Candidates for the EPC Contract of CNNC 1.6 GW Wind and Solar Power Base

[Announcement of Candidates for the EPC Contract of CNNC's 1.6 GW Wind and Solar Power Base] On February 5, CNNC Huineng announced the candidates for the EPC general contract of the 1.6 million kW clean energy guarantee project in Jinta County. This project is part of the third batch of large-scale base reserve projects in Gansu Province and is a comprehensive engineering project. It mainly includes 900,000 kW of wind power, 700,000 kW of PV, electric steam boilers, trough mirror fields, molten salt heat storage equipment, and supporting power transmission and transformation projects, along with the leasing of a 240 MW/960 MWh electrochemical ESS. On February 5, the announcement of the candidates for the EPC general contractor of the 1.6 million kW clean energy guarantee project in Jinta County by CNNC Huineng was released.

This project is the third batch of large-scale base reserve projects in Gansu Province. It is a comprehensive project mainly including 900,000 kW wind power, 700,000 kW PV, electric steam boilers, trough mirror fields, molten salt heat storage equipment, and supporting power transmission and transformation projects, along with the leasing of a 240MW/960MWh electrochemical energy storage system.

The project is divided into eight sections: Sections 1-3 are EPC general contracting projects for wind power, Sections 4-5 are EPC general contracting projects for 350MW PV projects each, Section 6 is the EPC general contracting project for the substation, Section 7 is the EPC general contracting project for the 330kV outgoing line and supporting facilities, and Section 8 is the EPC general contracting project for the steam supply station and mirror field.

From the candidates for the EPC general contractor of the PV project, the first candidates for the two sections are China Nuclear Huachen Construction Engineering Co., Ltd. and China Nuclear Kunhua Energy Development Co., Ltd., respectively.

According to the bidding documents, the construction content of this project includes:

(1) A 900,000 kW wind farm, a 700,000 kW PV area, and a 100,000 m² concentrated solar power system;

(2) Two new 330kV collection and step-up substations for the wind farm and PV area. The main transformer capacity of the No. 1 collection and step-up substation is 2×300MVA, and the main transformer capacity of the No. 2 collection and step-up substation is 3×360MVA. A new 330kV step-down substation is planned on the load side, with a main transformer capacity of 2×360MVA, and a reserved position for one main transformer. To ensure power supply reliability, the two 330kV collection and step-up substations will be connected by one 330kV line. The wind power collection and step-up substation will connect to the wind and solar co-located collection and step-up substation, which will then connect to the Jinta 750kV substation via two 330kV lines. The step-down substation will connect to the Yumen 750kV substation via two 330kV lines. Each of the two collection and step-up substations will reserve one 50MVar synchronous condenser.

(3) Steam load, equivalent heat load, and power load demand for the park, with a supporting 330kV step-down substation connected to the Yumen 750kV substation via two 330kV lines.

(4) On the power supply side (wind and solar co-located), the project includes 440MW electric steam boilers, a 100,000 m² mirror field for solar thermal, three 25MW electric molten salt heaters, and a 2,000MWh heat storage tank. The energy storage system will reduce the curtailment of wind and PV power generation, stabilize and control power output, and ensure stable steam load operation.

Principle of non-overlapping awards: Bidders may participate in the bidding for Sections 1 to 8 of the 1.6 million kW clean energy guarantee project in Jinta County by CNNC Huineng but can only win one section. Bidders participating in multiple sections must specify the priority order of winning in the bid letter. If the priority order is not specified or if there are inconsistencies in the priority order across sections, it will be deemed that the bidder voluntarily waives the right to prioritize and fully accepts the recommendation of the evaluation committee. Special note: Section 8 of this project accepts consortium bids, and all members of the consortium are subject to the above principles.

Scope of bidding for each section:

Sections 1-3: For these sections, the contractor will be responsible for the design, procurement, and construction (EPC)/turnkey general contracting based on a lump-sum price. The scope of work includes engineering survey, design, equipment manufacturing, procurement of equipment (excluding owner-supplied equipment) and materials (including spare parts and special tools), transportation, site leveling, civil works, equipment installation, equipment commissioning, equipment supervision, equipment training, trial operation of the wind farm, performance testing, a 240-hour trial operation, a 12-month warranty period after passing the trial operation, and rectification of any defects caused by the contractor's responsibility.

Sections 4-5: For these sections, the contractor will be responsible for the design, procurement, and construction (EPC)/turnkey general contracting of the PV power generation project under the 1.6 million kW clean energy guarantee project in Jinta County by CNNC Huineng, based on a lump-sum price. The scope of work includes engineering survey, design, equipment manufacturing, procurement of equipment (excluding owner-supplied equipment) and materials (including spare parts and special tools), transportation, site leveling, civil works, equipment installation, equipment commissioning, equipment supervision, equipment training, trial operation of the PV power station, performance testing, a 240-hour trial operation, a 12-month warranty period after passing the trial operation, and rectification of any defects caused by the contractor's responsibility.

Section 6: The scope of work includes but is not limited to the preliminary design, equipment procurement (excluding owner-supplied equipment), and construction of the No. 1 330kV step-up substation, No. 2 330kV step-up substation, and 330kV step-down substation. It also includes detailed surveys, geological surveys, construction drawings, as-built drawings, and the provision of deliverables, fire protection drawing reviews, completion of design work and technical services in accordance with national and power industry standards and depth requirements, technical coordination with equipment manufacturers, drawing confirmation, drawing reviews, and obtaining the owner's approval for relevant plans before issuing all drawings.

Section 7: The EPC general contracting project for the 330kV outgoing line and supporting facilities starts from the 330kV outgoing interval of the No. 2 330kV step-up substation of the 1.6 million kW clean energy guarantee project in Jinta County by CNNC Huineng. It adopts a double-circuit on the same tower to the 750kV Jinta substation's 330kV incoming interval. The 330kV outgoing interval of the 330kV main step-down substation adopts two single-circuit lines on single towers to the 750kV Yumen substation. The 330kV interconnection line between the No. 1 and No. 2 330kV collection substations is also included. The 750kV Jinta substation and 750kV Yumen substation's 330kV expansion intervals are temporarily listed in this project, subject to the owner's final notification on whether they are included in the scope of contracting.

Section 8: For this section, the contractor will be responsible for the design, procurement, and construction (EPC)/turnkey general contracting of the steam supply station and mirror field under the 1.6 million kW clean energy guarantee project in Jinta County by CNNC Huineng, based on a lump-sum price.

This bidding covers all-stage engineering survey and design, procurement and supply of all equipment and materials related to the project, equipment and material supervision, transportation (including secondary transportation), construction (including water, power, road, communication, gas supply, and site leveling), measurement, manufacturing, assembly, installation, inspection and detection, custody, commissioning (including single-unit trial operation, subsystem trial operation), unit startup (including no-load trial operation, load trial operation, full-load trial operation), acceptance, defect rectification, training, overall performance testing, various special acceptances, final acceptance, scientific research, quality improvement, services, and all work related to project construction, management, and internal and external coordination. It also includes services, procurement, and construction work during the warranty period, as well as the provision of spare parts, special tools, consumables, and related technical documents necessary for production handover. The main process equipment should have a design life of no less than 25 years.
