Two departments have clarified the assessment standards for capacity electricity fees. On November 10th, the Notice on Establishing the Coal-Electricity Capacity Electricity Price Mechanism issued by the National Development and Reform Commission and the National Energy Administration clearly stipulated the assessment standards for capacity electricity fees. Under normal operating conditions, if the coal-electricity unit cannot provide the declared maximum output according to the dispatch instructions (cross-provincial and cross-regional power delivery shall be in accordance with the contract agreement), a 10% deduction of the monthly capacity electricity fee shall be made for two occurrences, a 50% deduction for three occurrences, and a 100% deduction for four or more occurrences.
