The General Office of the Henan Provincial People's Government issued a notice on the issuance of several policy measures to continue to expand consumption. The notice pointed out that the car purchase subsidy policy will be extended to the end of December 2023. And consumers who buy new cars in the province will be subsidized at 5% of the purchase price (maximum not more than 10,000 yuan/car), among which the provincial and municipal governments each give half of the subsidy, and the specific subsidy standards and methods are formulated and implemented by all localities in accordance with the actual situation. We will speed up the construction of charging infrastructure and encourage all localities to reduce the cost of construction land through various means. Special charging facilities for public services such as public transportation, sanitation, and commuting and public charging facilities built in service areas along highways shall be granted provincial financial subsidies in accordance with 40% of the total investment in major charging equipment. For other public charging infrastructure that meets the requirements, provincial financial subsidies will be given in accordance with 30% of the total investment in main charging equipment. By 2030, concentrated charging and replacing facilities following the charging rule of two-part electricity price will be exempted from demand (capacity) electricity charges. We should support all localities to introduce preferential parking policies for new energy vehicles in light of actual conditions, and encourage the exemption of vehicle parking fees during the charging of new energy vehicles. The consumption subsidy policy for intelligent electronic products and household appliances will be extended to the end of December 2023, and the provincial finance will give awards and subsidies in accordance with no more than 30% of the actual financial subsidy expenditure of various localities. We promote all localities to formulate and implement special policies for cars to and home appliances to the countryside to expand consumption, encourage large automobile sales enterprises and home appliance sales enterprises to carry out joint promotional activities, and provide appropriate support from the provincial finance until the end of December 2023.
