Continue to improve the ancillary service market, enrich the types of ancillary service transactions such as frequency modulation, backup, and moment of inertia, and establish and improve the compensation mechanism for basic security and system-adjustable power supply capacity. Promote the establishment of a capacity market, encourage and support the construction of regulatory resources. Improve the safety and stability verification system for electricity market transactions, strengthen the market-oriented emergency response mechanism for electricity market risks, and ensure the stability and controllability of the power system under various market operation scenarios.
