The General Affairs Department of the National Energy Administration publicly solicited opinions on the "Guiding Opinions on Strengthening the Stability of the New Power System (Draft for Comment)".

Among them, it is proposed to strengthen the management of the electricity market. Improve the security and stability of the power system as one of the important goals of power market construction, strengthen the performance of transaction contracts, improve the medium and long-term market continuous operation mechanism, and accelerate the construction of a spot market that can better reflect flexible adjustment capabilities. Continue to improve the ancillary service market, enrich the types of ancillary service transactions such as frequency modulation, backup, and moment of inertia, and establish and improve the compensation mechanism for basic security and system-adjustable power supply capacity. Promote the establishment of a capacity market, encourage and support the construction of regulatory resources. Improve the safety and stability verification system for electricity market transactions, strengthen the market-oriented emergency response mechanism for electricity market risks, and ensure the stability and controllability of the power system under various market operation scenarios.
