Today, the Ministry of Natural Resources issued a circular on the total amount control index (the first batch) of rare earth tungsten mining in 2022, the details of which are as follows:

Departments in charge of natural resources in Inner Mongolia, Heilongjiang, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Sichuan, Yunnan, Shaanxi, Gansu, Xinjiang and other provinces (autonomous regions):
In order to serve the production of enterprises, the total amount control targets for rare earth and tungsten mining in 2022 are issued in two batches, and the relevant matters relating to the first batch of indicators are hereby notified as follows:
1. The total mining index of the first batch of rare earth mines (REO,) in China in 2022 is 100800 tons, including 11490 tons for ionic (mainly medium and heavy rare earths) and 89310 tons for rock type (light) rare earth mines. The total mining volume control index of the first batch of tungsten concentrate (65% tungsten trioxide content, the same below) is 63000 tons, of which the main mining index is 46890 tons and the comprehensive utilization index is 16110 tons. The specific distribution of the total amount control index of the first batch of rare earth mines and tungsten mines in different provinces (autonomous regions) is shown in the attachment.
2. The departments in charge of natural resources of the relevant provinces (autonomous regions) shall, in strict accordance with the provisions, conscientiously do a good job in the decomposition and issuance of indicators, and decompose and issue indicators within 20 working days of the issuance of this circular. The total amount control index of rare earth mining shall be centrally issued to the mining enterprises under the rare earth group.
3. After decomposing and issuing the total quantity control index of rare earth ore and tungsten mining, the relevant provincial (autonomous region) departments in charge of natural resources shall organize the departments in charge of natural resources at the city and county level where the mine is located to sign a letter of responsibility with the mining enterprise. clarify rights, obligations and liability for breach of contract. Local departments in charge of natural resources at all levels should take measures to earnestly strengthen the verification and inspection of the implementation of indicators of rare earth and tungsten mines, and accurately count the actual output of mining enterprises.
