1. Baosteel Desheng stainless steel green industrial base project-steel production capacity replacement project (project code: 2020-350123-31-03-000535) is located in Jingang Industrial Zone, Luoyuan Bay Development Zone, Luoyuan County, Fuzhou. According to the reply of Fujian Provincial Department of Industry and Information Technology on the capacity replacement plan of Baosteel Desheng stainless Steel Co., Ltd. (Fujian Industry (2019) 154th) and Fujian Investment Project filing Certificate (Minfa (2020) A130002), Baosteel Desheng stainless Steel Co., Ltd. carried out transformation and expansion through capacity replacement, on the basis of the existing approved production capacity of 920000 tons / year of nickel alloy, The new ironmaking capacity is 2.13 million tons per year, and the steelmaking capacity is 3.22 million tons per year. The main products include special steel, 300 series stainless steel and 400 series stainless steel. The construction content includes the main project, public auxiliary project and so on.
Main project: a sintering machine of 360m2, a blast furnace of 2500 cubic meters, a converter of 150t, two AOD furnaces of 120t, one production line of special steel, one production line of 300T stainless steel and one production line of 400T stainless steel.
Supporting construction contents: a new type B raw material yard, an ECIA type raw material yard, three 600t / d lime kilns, an 80,000 cubic meter converter gas tank, a central water treatment plant and other supporting public auxiliary facilities; the existing 100000 cubic meter blast furnace gas cabinet will be transformed into 200000 cubic meter blast furnace gas holder.
According to the evaluation conclusions of the report, the evaluation conclusions of the Provincial Environmental impact Assessment Technology Center and the examination opinions of Fuzhou Ecological Environment Bureau, the project meets the requirements of "three lines and one order" ecological environment zoning management and control in Fujian Province and Fuzhou City. in line with the "Industrial structure Adjustment guidance Catalog (2019)", "Iron and Steel Industry Standardization conditions (2015 revision)" and other national industrial policies, And "energy efficiency benchmarking level and benchmark level in key areas of high energy-consuming industries (2021 version)" and other related energy saving and carbon reduction policies; The location of the project is in line with the industrial layout plan of our province and the Urban Master Plan of Luoyuan County, Fujian Province (2012-2030). The layout and scale are in line with the Fuzhou Iron and Steel Industry Transformation and upgrading layout Plan (2020-2025), the Industrial Industry layout Plan of the Luoyuan Bay area around Luoyuan Bay (2020-2025) and its planning EIA requirements. After the project construction and production strictly implements the ecological environmental protection, environmental risk prevention measures and regional reduction measures of major pollutants proposed in the report, and adopts the strictest environmental management system and environmental monitoring measures, the pollutants can meet the discharge standards, the discharge of major pollutants meet the requirements of total amount control, and the environmental risks can be controlled. After comprehensive consideration, our office agrees in principle with the nature, scale, technology, location and proposed environmental protection measures of the construction projects listed in the report.
Second, the following work should be done in the design, construction and operation of the project:
(1) in accordance with the goal orientation of "giving priority to environmental protection and green development" and the concept of ultra-low emissions in the whole process, based on the construction of an international leading joint iron and steel production enterprise, and further optimize the overall layout, process route and design plan, select high-quality raw and auxiliary materials, adopt international advanced technology, technology and equipment, mark the advanced energy efficiency level of the same industry at home and abroad, and strengthen measures for energy saving, consumption reduction and emission reduction of various devices, To ensure that enterprise cleaner production continues to improve on the basis of reaching the first level, and reduce the production of pollutants and carbon emissions from the source.
(2) measures to protect the ecological environment
1. Prevention and control of air pollution. Strictly implement the requirements of the opinions on promoting the implementation of Ultra-low Emission in the Iron and Steel Industry (Huanwei (2019) 35) and the air pollution prevention and control measures put forward in the report, and build high-efficiency desulphurization, denitrification and dust removal facilities for Synchronize. The treatment capacity and efficiency of each treatment facility should meet the needs, fine desulphurization of blast furnace gas should be carried out, and sintering machine flue gas circulation should be carried out in combination with layout and process optimization. No flue gas bypass shall be set up, and the height of the exhaust cylinder shall meet the requirements of environmental assessment and comply with the relevant regulations; comprehensively strengthen the unorganized emission control of material storage, transportation and production process, and adopt effective control measures such as sealing and sealing, so as to effectively improve the waste gas collection rate, there shall be no visible smoke and dust escape from the dust production point and workshop. To implement the requirements for clean transportation of bulk materials and products, bulk or powdered materials such as ores should be airtight transported by means of tubular belt conveyors, or closed transportation by means of belt corridors; if automobile transportation is really needed, all new energy vehicles or vehicles that meet the sixth national emission standards should be adopted, closed carriages or covers should be used for bulk or powdered materials, and dust suppression measures such as humidification should be taken when loading and unloading vehicles.
Organized measures for the prevention and control of waste gas pollution:
(1) Raw material yard process: unloading waste gas, receiving waste gas, mixing waste gas and transporting dust removal waste gas are collected by gas collecting cover and then treated by bag dust collector with film-coated filter material.
(2) Sintering process: the flue gas of the sintering machine head is treated by "double-chamber four-electric field Static precipitator + circulating fluidized bed flue gas desulfurization + cloth bag dedusting (coated filter material) + SCR denitrification", and the sintering mixed waste gas is treated by high efficiency wet dust collector. Fuel flux crushing and screening waste gas, sintering batching waste gas, sintering machine tail gas, whole grain screening waste gas, sintering product transfer waste gas, finished product ore trough waste gas and so on are all treated by film-coated filter bag dust collector.
(3) ironmaking process: blast furnace coke trough material distribution, iron field, furnace top material distribution, pulverized coal preparation and injection are all treated by film-coated filter bag dust collector; the waste gas of iron casting machine is removed by bag dust collector; blast furnace gas is refined desulphurized by "gravity dust collector + bag dust collector + blast furnace gas hydrolysis + alkali injection desulphurization"; blast furnace hot blast furnace adopts purified blast furnace gas as fuel + low nitrogen combustion process.
(4) steelmaking and continuous casting process: the primary flue gas of converter and dephosphorization pretreatment furnace is treated by LT dry dedusting; the secondary flue gas of converter, dephosphorization and desulphurization pretreatment furnace, converter tertiary flue gas, alloy melting furnace, refining furnace feeding flue gas, flame cutting machine flue gas and grinding machine flue gas are all treated by coated filter bag dust collector.
(5) Lime kiln process: the raw material dust removal waste gas and the finished product system waste gas are treated by bag dedusting (coated filter material); the waste gas from the kiln body system is treated by "film-coated bag precipitator + dry polymer denitrification process combined denitrification".
The organized and unorganized emissions of air pollutants in the whole plant should meet the ultra-low emission limit and unorganized emission control requirements of the opinions on promoting the implementation of Ultra-low Emission in Iron and Steel Industry (Huanwei (2019) 35). The flue gas of some production facilities shall also be in accordance with the enterprise commitment and the requirements confirmed by the Fuzhou Municipal Bureau of Ecological Environment, strictly enforce the ultra-low emission limit standards: the emission concentration limits of particulate matter, sulfur dioxide and nitrogen oxides in the flue gas of the sintering machine head are 8 mg / m3, 25 mg / m3 and 40 mg / m3 respectively, and the emission concentration limit of nitrogen oxides in the flue gas of blast furnace is 150 mg / m3. The emission concentration limits of sulfur dioxide and nitrogen oxides from the waste gas of the lime kiln system are 15 mg / m3 and 120 mg / m3 respectively. The particulates of primary flue gas, tertiary flue gas and refining furnace of steelmaking converter are strictly enforced than the special emission limits of air pollutants in Table 3 of the Air Pollutant Emission Standard for steelmaking Industry (GB28664-2012), and the emission concentration limits are 25 mg / m3, 10 mg / m3 and 10 mg / m3, respectively. The concentration of particulate matter at the factory boundary shall be subject to the concentration limit of unorganized emission monitoring in the Comprehensive Air Pollutant Emission Standard (GB16297-1996) (the highest point outside the perimeter is 1.0mg / m3). The above limits shall be used as the basis for environmental protection acceptance and daily environmental supervision and law enforcement for the completion of the project.
The construction of automatic monitoring, process monitoring and video surveillance facilities should be strengthened, and distributed control systems should be installed in pollution control facilities. Automatic monitoring facilities should be installed in the exhaust cylinders such as sintering machine head, tail, blast furnace coke trough, blast furnace tapping yard, converter secondary flue gas, lime kiln body system, etc., and connected with the ecological and environmental department. Dust-prone spots such as the entrance and exit of the material yard, the sinter ring cooling area, the blast furnace trough and top area, and the top of the steelmaking workshop should be installed with high-definition video surveillance facilities. Air quality monitoring micro-stations are set up around the main dust-producing sites and on both sides of the transport road in the plant area. Establish the centralized control system of the unorganized emission control facilities of the whole plant, record the operation of all the monitoring, monitoring and control facilities near the unorganized emission sources, as well as the monitoring data of the air quality monitoring microstation.
On the basis of the environmental protection areas required by the original EIA reply, 300 meters, 600 meters and 600 meters of environmental protection areas are added to the west, north and east side of the northeast point plant boundary, respectively. In the above-mentioned environmental protection areas, there shall be no environmentally sensitive targets such as residential areas, schools, hospitals, administrative offices and scientific research.
two。 Prevention and control of water pollution. According to the principle of "rain and sewage diversion, pollution removal and diversion, quality treatment, and multi-use of one water", a perfect sewage and Rain Water collection, treatment and reuse system are built, and all the production wastewater and domestic sewage of the whole plant can be reused without discharge after treatment. The sewage pressure pipeline is laid on the ground as far as possible, and the Rain Water discharge port is equipped with an automatic cut-off valve. In order to strengthen the control of thallium pollution, we should select low thallium raw materials, strengthen the detection and analysis of thallium composition of ore raw materials and production wastes, and establish accounts of thallium-related raw materials and thallium-related wastes. Strengthen the water quality monitoring of Rain Water discharge outlet, and implement on-line water quality monitoring of Rain Water discharge outlet as required.
3. Prevention and control of soil and groundwater pollution. In accordance with the relevant provisions of the soil pollution Prevention and Control Law and the measures for soil Environmental Management of Industrial and Mining Land, the construction land whose content of soil pollutants exceeds the risk control standard of soil pollution in the site of Desheng Company of Baosteel, to carry out detailed investigation, risk assessment, risk control, treatment and remediation and other activities; For the construction land that does not meet the risk control and restoration targets determined by the soil pollution risk assessment, it is forbidden to start the construction of any projects that have nothing to do with risk control and restoration. Strictly implement the zonal anti-seepage measures proposed in the report, and strengthen the daily maintenance of anti-seepage facilities to prevent soil and groundwater pollution.
Establish a sound soil and groundwater monitoring system, strictly implement the soil and groundwater monitoring plan in accordance with the requirements of environmental assessment and relevant technical specifications, and immediately initiate emergency plans and emergency measures in the event of soil or groundwater pollution, reduce the adverse impact on soil and groundwater.
4. Prevention and control of solid waste pollution. According to the principle of "reduction, harmless and resource utilization", we should collect, store, treat and dispose solid waste separately, standardize the establishment of solid waste management account, and strengthen the standardized management of the whole process to ensure that secondary pollution is not caused.
General industrial solid waste should be fully utilized. General industrial solid wastes such as iron oxide scale, slag flushing pool sludge, central wastewater station sludge and dust removal from various processes are returned to the sintering system or partially sold, scrap and casting residue are reused in steelmaking workshop, steel slag, desulphurization slag, blast furnace slag and waste refractories are used for export and comprehensive utilization. The waste carbon-based desulfurizer for fine desulfurization of blast furnace gas, the waste manganese catalyst for denitrification, the waste ion exchange resin and the abolition of dust cloth bags (except for hazardous characteristics identification) are recycled by manufacturers. After the domestic waste is collected, it will be handed over to the local sanitation department for disposal.
Waste oil buckets, waste engine oil and hazardous wastes such as converter, dephosphorization pre-treatment furnace and AOD furnace shall be collected and stored in a standardized manner, and qualified units shall be entrusted to dispose of or recycle them. Light dust removal ash from sintering machine head, blast furnace gas ash and its abolishing dust cloth bag, as well as converter, dephosphorization pre-treatment furnace and AOD furnace waste dust removal cloth bag should be identified, and should be disposed according to the standard of identification results, and hazardous waste management should be carried out before identification.
5. Implement measures to prevent and control noise pollution. The layout of high noise equipment should be optimized, low noise equipment should be given priority, and measures such as noise elimination, sound insulation and shock reduction should be taken to reduce noise. The noise at the factory boundary must meet the requirements of the "Environmental noise Emission Standard for Industrial Enterprises" (GB12348-2008), so as to ensure that the environmental quality of environmental sensitive points is up to the standard and prevent noise from disturbing people.
6. Environmental risk prevention. Strengthen the essential safety management of the project, strengthen environmental risk prevention and emergency measures. Automatic gas leakage detection and alarm devices are set up in the storage, transportation and use areas of gas-related risky substances such as coal gas, sulfuric acid, hydrochloric acid, sodium hypochlorite and natural gas to ensure timely detection and effective disposal of toxic and harmful gas leakage accidents; set up a sufficient volume of self-flow environmental accident emergency pool, equipped with perfect accident wastewater interception and diversion facilities to ensure the effective transportation and recovery of accident waste water; Chemical tank area cofferdams, rain (sewage) pipe ditches, initial Rain Water collection pools, Rain Water discharge outlets and other environmental risk facilities and prevention and control links, such as production wastewater treatment facilities, shall be equipped with switching valves and connected with the accident emergency pool to ensure that the waste water from the emergency disposal of the accident is not discharged. Before the project is put into production, the public accident emergency pool of the park shall be interconnected with the accident emergency pool of the project.
Revise the original emergency plan for environmental emergencies, fully link up with the emergency plans of the park, the government and relevant departments, reserve sufficient environmental emergency materials and equipment, and carry out environmental emergency drills on a regular basis. improve the ability to deal with unexpected environmental risks.
7. Environmental monitoring. Formulate and strictly implement self-monitoring plans for various pollution sources and ecological environment during the construction and operation period, disclose the monitoring results to the public in accordance with regulations, strengthen forecasting, early warning and forecast, and immediately take effective measures to solve abnormal monitoring data. We will implement the construction of automatic monitoring facilities for exhaust pipes of major air pollution sources, micro-sites for air quality and online monitoring facilities for water quality at Rain Water discharge outlets, and do a good job in networking with ecological and environmental departments. One month after the completion and stable operation of the project, the assessment and monitoring of ultra-low emissions from iron and steel enterprises will be carried out in time, and the evaluation and monitoring report will be submitted to Fuzhou Ecological Environment Bureau.
8. Environmental management. We will strengthen the building of the environmental management capacity of enterprises and strictly implement the "three simultaneous" system of environmental protection. Strengthen the management of environmental protection during the construction period and entrust a third party to carry out environmental supervision during the construction period. In accordance with the measures for the Disclosure of Environmental Information of Enterprises and institutions, timely and actively disclose the environmental information of enterprises, consciously accept social supervision, strengthen publicity and communication, and establish a smooth channel and platform for public participation, to meet the reasonable environmental protection demands of the public.
9. Carbon emissions management. Implement the National Development and Reform Commission and other departments' opinions on strict Energy efficiency constraints and promoting Energy Saving and carbon reduction in key areas (Development and Reform Industry (2021) No. 1464) and the Circular on issuing "Energy efficiency benchmark level and benchmark level in key areas of High Energy consumption Industry (2021 version)" (Development and Reform Industry (2021) 1609) requirements, and link up with the implementation of the provincial energy consumption double control target task and the follow-up regional carbon peak action plan and other policies, Strengthen energy conservation and consumption reduction, optimize pollution reduction measures, ensure that enterprise energy efficiency reaches the industry benchmark level, strictly control energy consumption per unit of product and carbon emission intensity, reserve space and interfaces for additional carbon emission reduction measures, and achieve coordinated control of pollution reduction and carbon reduction.
3. After the project was put into operation, the annual emissions of sulfur dioxide, nitrogen oxides and particulate matter pollutants were increased by 334.169 tons, 894.9 tons and 1409.952 tons respectively, of which sulfur dioxide and nitrogen oxides were obtained from the tradable emission rights formed by the existing projects in accordance with the implementation Plan for Ultra-low Emission Transformation of Fujian Iron and Steel Industry (Fujian Environmental Protection atmosphere (2019) No. 7). The particulate matter is obtained from the reduction caused by the ultra-low emission transformation of the existing project.
Fourth, your company should request and cooperate with Fuzhou governments at all levels and relevant departments to complete the following work.
(1) the government of Luoyuan County and the management committee of Luoyuan Bay Development Zone should strictly implement the layout Plan for the Transformation and upgrading of Iron and Steel Industry in Fuzhou (2020-2025) and the layout Plan of Industrial Industry around Luoyuan Bay (2020-2025). And the relevant requirements such as the land layout and control zone of the letter on delineating the Environmental Protection Control Zone of Jinguang Industrial Zone (Luo Zhengxin (2021) No. 17), No new environmentally sensitive buildings such as residences, schools, hospitals and so on shall be added within the control zone. According to the layout of iron and steel industry in Jingang Industrial Zone, an automatic air monitoring station is set up to monitor and warn the regional atmospheric environmental quality in real time, and connect with the ecological environment department.
(2) the government of Luoyuan County and the management committee of Luoyuan Bay Development Zone shall speed up the construction of the emergency pool for public accidents in the park and connect it with the emergency pool for the project, and the emergency pool for public accidents in the park shall be completed before the project is put into operation.
(3) the Fuzhou Municipal Bureau of Ecological Environment is responsible for supervising and urging Baosteel Desheng Company to strictly comply with the transformation contents and time limits stipulated in the implementation Plan for Ultra-low Emission Transformation of the Iron and Steel Industry in Fujian Province (Fujian Environmental Protection atmosphere (2019) No. 7), to complete the ultra-low emission transformation of the existing project. The project shall not be put into production until the ultra-low emission transformation of the existing project has been completed.
(4) your company should cooperate with the Luoyuan County Government and the Luoyuan Bay Development Zone Management Committee to complete the construction of a fully closed belt conveying system from Shiqi Wharf to the project plant area by the end of 2024.
5. Your company should conscientiously implement all the eco-environmental protection measures and environmental risk prevention measures listed in the environmental impact report. At the same time, cooperate with the local government and relevant departments to complete various regional pollutant reduction measures, production capacity substitution programs, various environmental protection infrastructure construction, and environmental risk emergency capacity building, before the completion of the above work, the Fuzhou pollutant discharge permit issuing department shall not issue the pollutant discharge permit for the project, and the project shall not be put into operation.
6. Your company should further enhance the awareness of environmental law-abiding, strictly abide by the relevant laws and regulations on eco-environmental protection in the process of construction and production, and earnestly implement the subject responsibility of eco-environmental protection. If, after the approval of the environmental impact assessment document, there is a major change in the nature, scale, technology and location of the project or the measures for the prevention and control of pollution and ecological damage, and may lead to significant changes in the environmental impact (especially the adverse environmental impact), the environmental impact report of the project change shall be re-submitted for approval in accordance with the law.
7. Before the project is put into production and produces actual pollutant discharge behavior, it shall carefully sort out and confirm the implementation of various environmental protection measures, apply for a pollutant discharge permit in accordance with the law, and discharge according to the certificate. After the project is put into production, the completed environmental protection acceptance shall be organized in accordance with the law; the environmental impact post-assessment shall be carried out within 3 to 5 years after the project is put into production, and the implementation of the pollutant discharge permit shall be taken as an important basis for the environmental impact post-assessment.
Eighth, our office entrusts the provincial environmental supervision team to organize and carry out the "three simultaneous" supervision and inspection of the project, and Fuzhou Ecological Environment Bureau and Fuzhou Luoyuan Ecological Environment Bureau are responsible for the daily supervision and management of the project. Your company shall, within one month after receiving this reply, distribute the approved EIA documents to the above-mentioned departments, and consciously accept the supervision and inspection of the competent departments of ecological environment at all levels in accordance with the regulations. Submit the relevant environmental protection measures and plans to the above-mentioned departments for the record within one month before the start of the project.
