Environmental impact report of Liyang Baorun Iron and Steel High-end stainless Steel Project

The Department of Ecological Environment of Jiangsu Province issued a reply to the environmental impact report on the high-end stainless steel project of Liyang Baorun Iron and Steel Co., Ltd. The relevant contents are as follows:

We have received the Environmental impact report of the High-end stainless Steel Project of Liyang Baorun Iron and Steel Co., Ltd. (hereinafter referred to as "the report") submitted by your company. After study, the reply is as follows:

The project is located in Yangzhuang District of Liyang High-tech Zone. The project plans to demolish the existing main workshop area and public auxiliary works of Jiangsu Shente Iron and Steel Co., Ltd., including blast furnace system, coking power generation, steel slag yard, coal preparation plant, etc., and build a stainless steel smelting workshop, a stainless steel refining workshop, a slag cooling workshop, and a slag treatment workshop. Purchase 3 120t Kangsidi electric arc furnaces, 4 sets of 60t medium frequency furnaces, 2 100t desiliconization furnaces, 4 100t AOD furnaces, 4 100t LF refining furnaces, 2 100t VOD vacuum furnaces, 4 straight arc single flow stainless steel slab caster, supporting public works, storage and transportation projects, environmental protection projects, etc.

The project is in line with the national and provincial industrial policy and the industrial orientation of Liyang High-tech Zone, and the relevant requirements such as the implementation opinions on speeding up the transformation and upgrading of the province's chemical, iron, steel, coal and power industry (Su Banfa (2018) No. 32). The project has been evaluated and demonstrated by the Office of Jiangsu Provincial leading Group for eliminating excess capacity (Suhua Jiefa (2021) No. 12), and has been listed in the province's key project database of iron and steel (Su Fa Reform Industry Development (2021) No. 1116). The capacity replacement plan has been announced (Su Gongxin Materials (2021) 533).

The implementation of the project will have a certain adverse impact on the surrounding environment, and after the full implementation of the eco-environmental protection measures proposed in the report and this reply, the adverse ecological impact can be mitigated and controlled. Our office agrees in principle with the overall conclusions of the environmental impact assessment and the proposed eco-environmental protection measures in the report.

2. In the design, construction and environmental management of the project, your company shall implement the requirements of eco-environmental protection measures set out in the report, and focus on the following requirements in the construction and operation of the project:

(1) the whole process shall implement the principle of cleaner production and the concept of circular economy, adopt advanced technology and equipment, strengthen production and environmental management, implement various measures of "bringing the old with the new", and reduce the production and discharge of pollutants, the indicators of material consumption, energy consumption and pollutant discharge per unit of the project should reach the international leading level of cleaner production.

(B) to implement the various emission control measures proposed in the report, to ensure that the treatment efficiency and height of various types of exhaust gases meet the requirements set out in the report, and to take effective measures to control unorganized emissions. The particulate matter in the exhaust gas pollutants shall be subject to the special emission limits in Table 3 of the Air Pollutant Emission Standard for steelmaking Industry (GB 28664-2012) and the ultra-low emission requirements in the work Plan for optimizing the layout of Transformation and upgrading of the Iron and Steel Industry in the whole Province (Su Zhengbanfa (2019) No. 41). Sulfur dioxide and nitrogen oxides implement the ultra-low emission requirements in the Provincial work Plan for optimizing the layout of Transformation and upgrading of the Iron and Steel Industry (Su Zhengban Fa (2019) No. 41), and dioxins implement the special emission limits in Table 3 of the Air Pollutant Emission Standard for steelmaking Industry (GB 28664-2012). Fluoride, nickel and their compounds, chromium and their compounds shall comply with the limits of Table 1 and Table 3 of the Comprehensive Air Pollutant Emission Standard (DB 32pm 4041-2021); the concentration of volatile organic compounds (VOC) at the unorganized emission monitoring points in the plant shall comply with the special emission limits of the VOC unorganized Emission Control Standard (GB 37822-2019).

(3) to design, construct and improve the water supply and drainage system of the plant area in accordance with the principle of "diversion of pollution, diversion of rain and pollution, multi-use of one water and different quality treatment". All the production wastewater of the project shall be reused without discharge after pretreatment in the plant, and the reused water shall be subject to the limit requirements of Table 3 of "Technical Code for treatment and reuse of Iron and Steel Industry Wastewater" (HJ 2019-2012); domestic sewage shall be reused after treatment by buried domestic sewage treatment plant, and the reused water quality shall comply with the standards of urban greening and road cleaning in Table 1 of "Urban sewage Recycling and Urban Miscellaneous Water quality" (GB/T 18920-2020).

(4) low noise equipment should be selected, and effective noise reduction measures such as vibration reduction, sound insulation and noise elimination should be taken to ensure that the factory boundary noise meets the Class 3 standards of Environmental noise Emission Standard for Industrial Enterprises (GB 12348-2008). The noise during the construction period shall be subject to the requirements of the Environmental noise Emission Standard for Construction site boundaries (GB 12523-2011).

(5) to implement measures for the collection, disposal and comprehensive utilization of all kinds of solid waste in accordance with the principle of "resource utilization, reduction and innocuity". The stacking, storage and transfer of solid waste in the plant shall comply with the General Industrial solid waste Storage and Landfill pollution Control Standard (GB 18599-2020), the Hazardous waste Storage pollution Control Standard (GB 18597-2001) and the revision sheet and related management requirements, so as to prevent secondary pollution. Hazardous wastes shall be cleared and transported in time and qualified units shall be entrusted for standardized disposal.

(6) to strengthen various measures to prevent environmental risks and effectively guard against environmental risks. Implement the environmental risk prevention measures put forward in the report and the requirements for the preparation of emergency plans for environmental emergencies, and take feasible engineering control and management measures to build facilities such as accident pollutant collection system and sufficient capacity accident wastewater collection pool; regularly investigate the hidden dangers of unexpected environmental events, establish a list of hidden dangers and ensure rectification and rectification are in place. The environmental risk prevention of accident wastewater should strictly implement the requirements of the three-level prevention and control system to ensure that the accident wastewater does not enter the external environment. Before the project is put into production, do a good job in filing emergency plans for environmental emergencies, build and improve emergency teams, and be equipped with environmental emergency equipment and materials.

(7) to set up all kinds of sewage discharge outlets and signs in accordance with the requirements. Build and install automatic monitoring equipment and supporting facilities according to the "Technical Guide for self-Monitoring of sewage Units, Iron and Steel Industry and Coking Chemical Industry" and related management requirements for automatic monitoring of pollution sources. Implement daily environmental management and monitoring according to the environmental management and monitoring plan put forward in the report, and keep the monitoring results and related data for reference.

(8) the company shall carry out safety risk identification and control of environmental treatment facilities such as sewage treatment and dust treatment, improve the stable operation and management responsibility system of internal pollution prevention and control facilities, and build environmental treatment facilities in strict accordance with standards and norms, ensure the safe, stable and effective operation of environmental treatment facilities.

(9) the desiliconizing furnace shall only be used as the pretreatment equipment in the smelting process and shall not be used instead of the refining function of the AOD furnace.

(10) the removal process of existing equipment and equipment shall be carried out in accordance with the law, and ensure that all demolition products, remaining materials and residual pollutants are reasonably disposed of.

3. After the implementation of the project, the total annual discharge of pollutants is preliminarily approved as follows:

(1) Air pollutants (organized): smoke and dust ≤ 842.725 tons, sulfur dioxide ≤ 0.499 tons, nitrogen oxides ≤ 3.944 tons (not added, from existing projects); fluoride ≤ 3.048 tons, nickel and its compounds ≤ 7.984 tons, chromium and its compounds ≤ 1.838 tons, dioxins ≤ 2.58g TEQ.

(2) Water pollutants: all of them are recycled and not discharged.

(3) solid waste: all comprehensive utilization or standardized disposal.

Fourth, strictly implement the main responsibility of eco-environmental protection, and your company should be responsible for the contents and conclusions of the report.

5. Your company shall, in accordance with the regulations on the Administration of pollution discharge permits, apply for a pollution discharge permit in a timely manner; those who have not obtained a pollution discharge permit shall not discharge pollutants. The construction of the project must strictly implement the "three simultaneous" system of environmental protection facilities designed, constructed and put into production at the same time as the supporting environmental protection facilities and the main project. The terms and responsibilities of environmental protection shall be clearly defined in the construction bidding documents and construction contracts, and the acceptance of completed environmental protection shall be carried out in accordance with the prescribed procedures.

Sixth, our office entrusts Changzhou Ecological Environment Bureau to organize and carry out the "three simultaneous" supervision and inspection and related management of the project. Your company shall, within 20 working days after receiving this reply, send the approved environmental impact report to Changzhou Ecological Environment Bureau and Changzhou Liyang Ecological Environment Bureau respectively, and accept the daily supervision and inspection of ecological environment departments at all levels in accordance with the regulations.

7. If there are major changes in the nature, scale, location, production technology adopted or measures for the prevention and control of pollution and ecological destruction of the project, the environmental impact assessment documents of the project shall be re-submitted for approval. After the expiration of 5 years from the date of approval of this approval document, if the construction project party starts the construction, the environmental impact report shall be submitted to our office for re-examination.
