Guangdong Province: opinions on speeding up the Development of indemnificatory Rental Housing

Recently, the General Office of the Guangdong Provincial people's Government issued a notice saying that in order to implement the "opinions of the General Office of the State Council on speeding up the Development of indemnificatory Rental Housing" (State Office Fa (2021) No. 22), to speed up the development of indemnificatory rental housing, with the consent of the provincial people's government, put forward the following implementation suggestions.

I. Job requirements

Under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, adhere to the idea of people-centered development, adhere to the orientation that houses are used for living, not for speculation, and highlight the livelihood attributes of housing. we will speed up the construction of a housing security system with public rental housing, indemnificatory rental housing and co-ownership housing as the main body in our province, further speed up the development of indemnificatory rental housing, and expand the supply of indemnificatory rental housing. We will optimize the supply structure of the housing rental market, alleviate the shortage of structural supply in the housing rental market, promote a new type of urbanization with people as the core, and promote the realization of housing for all the people.

Second, improve the basic system, systematic planning and promotion

(1) make clear the standard of the object. Indemnificatory rental housing mainly solves the housing difficulties of qualified new citizens, young people and other groups, mainly small households with a construction area of no more than 70 square meters, and the rent is lower than the rental housing rent of the same quality market in the same location. According to the size of the resident population, population inflow distribution, public service facilities and transportation and other conditions, combined with urban rail transit stations and urban construction key areas, scientific distribution of housing, speed up the development of indemnificatory rental housing. Other cities can build dormitory-type affordable rental housing according to the actual needs of industrial parks, major enterprises (including scientific research and educational institutions) and major projects, so as to promote the balance of employment and living. (3) setting goals scientifically.

1. Conduct a demand survey. Cities at or above the prefecture level should carry out a survey on the demand for indemnificatory rental housing and make a scientific and reasonable calculation, including demand groups, qualified stock land and housing, new land, housing rent, and so on. The construction plans and projects of indemnificatory rental housing shall be summarized by the provincial housing urban and rural construction department and submitted to the provincial government for determination, then incorporated into the national and provincial plans and enjoy the relevant support policies. We will actively promote prefabricated buildings in indemnificatory rental housing and include construction requirements in the planning conditions of the project land. (7) to simplify the examination and approval process. People's governments at all levels should strengthen overall planning and coordination and strengthen the linkage of departments. The municipal and county people's governments shall organize a joint examination on the use of non-residential stock land and non-residential stock housing for the construction of indemnificatory rental housing, and, according to the results of the examination, authorize the administrative department of indemnificatory rental housing at the same level to issue an indemnificatory rental housing project certificate, which shall not exceed 30 working days in principle from the application of the project to the completion of the confirmation. The enterprise shall go through the relevant examination and approval procedures on the strength of the certificate, and enjoy preferential policies such as land, taxes and fees, civil water and electricity prices, etc. Cities at or above the prefecture level should formulate the approval process and operation guidelines for the identification and approval of indemnificatory rental housing projects. In principle, they should set a fixed number of years and re-identify them when they expire. (8) do a good job in ensuring funds. We will establish a diversified financing mechanism for indemnificatory rental housing, actively strive for the support of funds such as investment in the central budget, and actively apply for special bonds for projects that meet the requirements. We will support cities at or above the prefectural level to make overall use of existing security funds such as net proceeds from land sales and housing provident funds to develop indemnificatory rental housing. (9) to implement the preferential policy of taxes and fees. To issue specific operational guidelines for the implementation of preferential policies on taxes and fees. To implement the announcement on improving the relevant tax Policy on Housing Leasing (announcement No. 24 of 2021 of the Ministry of Housing and Urban-Rural Construction of the Ministry of Taxation of the Ministry of Finance), starting from October 1, 2021, the general taxpayers of value-added tax in housing leasing enterprises may choose to apply a simple tax calculation method for all the rental income earned by individuals from leasing indemnificatory rental housing. The value-added tax shall be calculated and paid according to the rate of levy of 5% minus 1.5%, or the general tax calculation method shall be applied to calculate and pay the value-added tax. Value-added tax small-scale taxpayers in housing leasing enterprises who rent recognized indemnificatory rental housing to individuals shall pay VAT according to the rate of levy minus 1.5%; where housing leasing enterprises rent identified indemnificatory rental housing to individuals with the above simple tax calculation method and pay in advance, the value-added tax shall be paid in advance at the pre-levy rate of 1.5%. If enterprises, institutions, social organizations and other organizations rent recognized indemnificatory rental housing to individuals or specialized large-scale housing rental enterprises, the real estate tax shall be levied at a reduced rate of 4%. Urban infrastructure matching fees are exempted for indemnificatory rental housing projects. (10) to implement the price of civil water and electricity. Establish and improve the linkage mechanism with water, electricity and other departments and units, make use of non-residential stock land and non-residential stock housing to build indemnificatory rental housing, and after obtaining the recognition of indemnificatory rental housing projects, the prices of water, electricity and gas shall be implemented in accordance with residents' standards. (11) to raise the level of financial support. We will establish and improve the docking mechanism with financial institutions, and support banking financial institutions to provide long-term loans to owners of indemnificatory rental housing in a market-oriented manner, in accordance with the principles of compliance with law, risk control and commercial sustainability, to provide loans to housing rental enterprises that rebuild or renovate existing houses to form non-self-owned rental housing. Improve the loan statistics suitable for indemnificatory rental housing and treat them differently in the implementation of real estate credit management. Guide banking financial institutions to strengthen product innovation, optimize credit management, and apply for mortgage loans for the right to the use of construction land for collective operation of qualified construction indemnificatory rental housing. Within the scope of responsibilities, establish a green channel for enterprises to issue corporate credit bonds, and support qualified enterprises to issue corporate bonds, corporate bonds, non-financial corporate debt financing instruments and other corporate credit bonds, for the construction and operation of indemnificatory rental housing. We will support commercial insurance funds to participate in the construction of indemnificatory rental housing in accordance with the principle of marketization. Implement the requirements of the Circular of the National Development and Reform Commission on further doing a good job in the pilot work of the real estate investment trust fund (REITs) in the infrastructure sector (Development and Reform Investment (2021) No. 958), and actively support the indemnificatory rental housing project to carry out the pilot project of the real estate investment trust fund (REITs) in the infrastructure field. Fourth, cultivate and standardize the market and support multi-agent participation.

(12) support the participation of market entities. Regularly organize product promotion meetings to promote the docking of market entities with cooperative subjects such as enterprises and institutions, village collectives and industrial parks that need to develop indemnificatory rental housing. For state-owned leasing enterprises that carry out indemnificatory rental housing business, the requirements for business performance assessment shall be appropriately relaxed. To carry out the business of indemnificatory rental housing for the rental of self-owned properties by state-owned enterprises, the lease period can be relaxed to 10 years, and the reserve price for asset rental can be evaluated on the basis of market valuation or inquiry, or entrusting professional institutions to evaluate, combined with market supply and demand and the actual situation of assets and other factors to be determined comprehensively. (13) to cultivate and develop specialized housing rental enterprises. Formulate evaluation standards for high-quality specialized leasing enterprises, establish a database of high-quality specialized leasing enterprises and update them regularly. Green channels will be opened for indemnificatory rental housing project examination and approval and formalities for indemnificatory rental housing enterprises. (14) focus on excavating the stock of land and houses. The provincial housing urban and rural construction department, in conjunction with relevant departments, has issued policies and measures to encourage and support provincial enterprises and institutions to use their own non-residential stock land and non-residential stock housing to build indemnificatory rental housing. Cities at or above the prefecture level should issue specific work guidelines and incentive measures. Cities at or above the prefecture level may use idle shed to rehousing, public rental housing, comfortable housing and other government idle housing as indemnificatory rental housing. (15) to establish a rent pricing and monitoring mechanism. Cities at or above the prefecture level should establish a rent pricing mechanism for indemnificatory rental housing, monitor and guide the rents of indemnificatory rental housing projects, and disclose the reference prices of rents in the surrounding markets on a regular basis. V. strengthen safeguard measures and promote the implementation of work

(16) strengthen organizational leadership. Cities at or above the prefecture level should make reference to the establishment of a leading group or joint meeting system, and at the same time strengthen the research and management of indemnificatory rental housing. The measures for monitoring and evaluating the development of indemnificatory rental housing in the province have been promulgated, and a monitoring and evaluation index system has been established, which shall be implemented by the Provincial Housing Urban and Rural Construction Department in conjunction with relevant departments. The annual monitoring and evaluation results are incorporated into the "Comprehensive performance Evaluation system of High-quality Development in Guangdong Province". (18) strengthen demonstration incentives. Set up a model and select a number of provincial demonstration specialized housing rental enterprises and projects every year to encourage places with solid work and outstanding results. (19) strengthen propaganda and guidance. Use all kinds of media at all levels to publicize and popularize the indemnificatory rental housing policy and housing information. We should give full play to the advantages of the media, build an indemnificatory rental housing network publicity platform, and publicize the policy and effectiveness of indemnificatory rental housing at all levels through news reports, short videos, creative posters and other forms that people like to hear and see and are full of appeal.
