The CPC Central Committee and the State Council: promote the demonstration and application of hydrogen fuel cell vehicles and promote clean energy vehicles in an orderly manner.

On November 7, the CPC Central Committee and the State Council issued opinions on deepening the battle for pollution prevention and control. The opinion points out that we will continue to do a good job in the battle to control the pollution of diesel trucks. We will thoroughly implement the clean diesel vehicle (engine) campaign, basically eliminate national three or lower emission standard vehicles, promote the demonstration and application of hydrogen fuel cell vehicles, and promote clean energy vehicles in an orderly manner. We will further promote the process of electrification of public transport and official vehicles in large and medium-sized cities. Continuously improve the utilization rate of electricity on the shore of ships. More stringent quality standards for automotive gasoline will be implemented. We will speed up the transport of bulk goods and medium-and long-distance goods, such as "transit iron" and "transit water", and vigorously develop multimodal transport such as public rail and hot metal. During the 14th five-year Plan period, the proportion of railway freight volume increased by 0.5 percentage points, and waterway freight volume grew at an average annual rate of more than 2%.
