It is reported that a number of policies will be implemented from November 1, 2021 and will be valid until December 31, 2025.

Fuel cell vehicle is one of the main technical routes of new energy vehicles, and it is a field in which the city has the advantage of development opportunity and industrial chain. After years of development, the application scale of fuel cell vehicles in this city is the largest in China, the industrial chain is the most complete, and the technology and talent reserve is the richest. However, it is still faced with development bottlenecks such as "high vehicle purchase price, high hydrogen price, few hydrogen filling stations and few application scenarios". It is urgent to speed up the breakthrough through large-scale application.
In September 2020, the Ministry of Finance and other five ministries issued the Circular on the demonstration and Application of fuel Cell vehicles, starting the national demonstration and application of fuel cell vehicles, requiring all cities to introduce relevant policies around industrial development and demonstration applications. According to the work arrangement of the municipal government, our committee, together with the relevant departments of the city and key enterprises, put forward relevant support policies around solving the problem of "two highs and two less". The main framework and content of "several policies on supporting the development of fuel cell vehicle industry in this city" have been formed.
In August 2021, the Ministry of Finance and other five ministries issued the Circular on starting the demonstration and Application of fuel Cell vehicles (Caijian [2021] No. 266). It is agreed in principle that the Shanghai urban agglomeration submitted by this city will start the implementation of fuel cell vehicle demonstration and application. In accordance with the relevant work requirements, the city needs to timely issue and implement "a number of policies" to support the demonstration application of fuel cell vehicles.
Eight supporting policies: supporting the demonstration application of vehicle products, guiding the reduction of hydrogenation costs, etc.
The "several policies" formulate eight supporting policies: increasing overall financial support, supporting the demonstration and application of vehicle products, promoting the industrialization of key core components, encouraging model innovation in key areas, promoting the demonstration application of fuel cell buses, supporting the construction of hydrogenation stations, guiding the reduction of hydrogenation costs, and improving the policy support system of the whole industry chain.
Specifically, by the end of 2025, the demonstration application of fuel cell vehicles included in the relevant national award catalogue will be carried out in this city, and the fuel cell system, stack, membrane electrode, bipolar plate and other core components used by the vehicles, in line with the requirements of the city's comprehensive evaluation indicators, the city gives financial incentives to relevant vehicle manufacturers.
The key parts such as stack, membrane electrode, bipolar plate, proton exchange membrane, catalyst, carbon paper, air compressor, hydrogen circulation system, hydrogen storage bottle valve, which are developed and produced in this city, are used in the vehicle application of domestic demonstration urban agglomeration, with reference to the national comprehensive evaluation reward points, the enterprise reward fund is given by the reference integral value of the relevant area, and in principle each point is awarded 30,000 yuan. The total reward for similar products of each enterprise shall not exceed 30 million yuan.
By the end of 2025, fuel cell trucks and commercial commuter buses with mileage of more than 20,000 kilometers in each assessment year will be given operating rewards, and each vehicle will be rewarded for a maximum of 3 years since the operating quota is obtained.
With reference to the cost of the same type of diesel vehicles and in accordance with the principle of not increasing the burden on public transport operators, fuel cell bus demonstration applications are encouraged in areas where conditions are available, with a total of not less than 50 demonstration vehicles.
Before the end of 2025, if the main body of the operation and construction of the vehicle hydrogenation station builds the hydrogenation station in the city in accordance with the relevant regulations, completes the completion acceptance and obtains the fuel gas operation license (vehicle hydrogen), the city shall grant subsidies according to no more than 30% of the approved equipment purchase and installation investment, and the subsidy standard shall be appropriately tilted to the hydrogen refueling station with 70MPa filling capacity.
Before the end of 2025, if the retail price of hydrogen does not exceed 35 yuan / kg for the hydrogen refueling station that has obtained the fuel gas operation license (vehicle hydrogen), the operator of the hydrogen refueling station shall be subsidized according to the actual annual sales volume of hydrogen.
Specific support measures: involving incentives for the purchase of complete vehicles, subsidies for the construction of hydrogen stations, etc.

3. Reward for vehicle operation. Before 2025, fuel cell trucks and commercial commuter buses with mileage of more than 20,000 kilometers per year will be rewarded for operation, and each vehicle will be rewarded for a maximum of three years since obtaining the operating quota. Among them, the annual reward for medium-sized trucks (with a total design mass of 12mur31 tons) does not exceed 5000 yuan per vehicle, that for heavy trucks (with a total design mass of more than 31 tons), and that for commuter buses does not exceed 10,000 yuan per vehicle per year.
4. Support bus operation. Supports no less than 50 fuel cell bus applications. Compared with the cost of similar diesel vehicles, the increased comprehensive cost of related vehicles is subsidized.
5. Subsidy for the construction of hydrogen filling stations. Hydrogen filling stations that have completed the completion and acceptance by 2025 and obtained the fuel gas operation license (vehicle hydrogen) shall be subsidized according to no more than 30% of the approved total investment. Among them, for those who obtain gas operation licenses in 2022, 2023 and 2024-2025, the subsidy funds for each hydrogenation station shall not exceed 5 million yuan, 4 million yuan and 3 million yuan respectively, and the funds will be allocated in three years.
6. Hydrogen retail price subsidy. Before 2025, operators of hydrogen filling stations whose retail price of hydrogen does not exceed 35 yuan / kg will be subsidized according to the actual sales volume of hydrogen. Among them, the subsidy standard is 20 yuan per kilogram in 2021, 15 yuan per kilogram in 2022, 15 yuan per kilogram in 2022, and 10 yuan per kilogram in 2024, 2025.
