The investigation of the accident found that the cause of the accident was that the crew did not strictly comply with the International Code for solid bulk cargoes by Sea (IMSBC Code) and the instructions of the shipping company, and the moisture content of the nickel ore carried on board exceeded its transportable moisture limit. As the ship approached the tropical storm, the cargo liquefied and shifted, causing the ship to tilt severely and eventually capsized. 4. The survey also found that the crew did not strictly follow the navigation and bridge procedures during inclement weather to determine the voyage, and underestimated the impact of inclement weather on cargo. In addition, the captain underestimated the consequences of the liquefaction of the cargo and was unable to announce the abandonment of the ship at an early stage of the incident.
