I. plate and strip construction planning

On November 30, 2020, Baolun Iron and Steel, Delong Technology and Longyue Metal Co., Ltd., controlled by Jiangsu Delong Nickel Co., Ltd., was registered and established in Liyang, Jiangsu Province, with a total investment of 17.6 billion yuan, using 2285 mu of original Shente iron and steel land. build 6 million tons of high-specification differential hot-rolled stainless steel plate and coil project, 5 million tons of high-performance and efficient cold-rolled sheet and products. Mainly built one of the world's largest 2680mm hot rolled strip production line, 4 1780mm hot rolling annealing pickling production line, 1 2400mm hot rolling annealing pickling production line. It is planned to be put into production in August 2021, steelmaking production line by the end of 2021, and 3500 Steckel production line by the end of 2021. 5 million ton 1780mm cold rolling project, including 12 sets of production units: 1 six continuous rolling all-oil rolling mill, 4 five continuous rolling mill, and 7 cold rolling unwashing units. The project mainly produces high-end stainless steel 300 series products, of which 316L, 321, dual-phase steel and other products can replace imports to meet the steel needs of domestic nuclear industry, chemical industry and marine industry. The project relies on the overall advantages of Jiangsu Delong Nickel Industry, combined with the location advantages of Liyang, to create the world's largest garden-style intelligent high-end stainless steel manufacturing enterprise.

Later construction plan: build a 400000-ton 1450mm precision stainless steel cold rolling project, including 9 sets of production units, namely: 1 preparation unit, 4 20-high mill, 1 cold rolling annealing and pickling unit, 1 leveling unit, 1 rewinding and trimming unit. The project uses a single stand reversible 20-high mill to carry out multi-pass high precision rolling with mature technology and reliable quality.

II. Construction planning of rod and wire rod

Changzhou Jiangsu Tengkai Metal New material Co., Ltd. has an annual output of 1 million tons of rods and high-speed lines, 700000 tons of rods and 300000 wires. The specification of the finished bar is Φ 20mm ~ Φ 80mm. Specification of finished wire rod: φ 5.5~20.0mm glossy disk round.

The project, with a total investment of 3.5 billion yuan, covers an area of 750mu and is expected to be completed and put into production in October 2021.

Main equipment: 2 85t electric arc furnaces, 4 35t medium frequency furnaces, 3 120tAOD refining furnaces, 2 120t LF furnaces, 120t VOD furnaces, 2 single flow slab caster and related public auxiliary facilities.

7. Zhongtuo Project

On April 28, 2020, Jiangsu Delong Jiangsu Zhongtuo New material Technology Co., Ltd., sponsored by Jiangsu Xinghua Municipal Party Committee and Municipal Government, is expected to be completed and put into production in May 2021. The total investment of the project is 3 billion yuan, covering an area of 638 mu, with an annual output of 410000 tons.

Main equipment: 2 sets (4) 40 t medium frequency furnaces, 55 t electric furnaces, 2 65 t AOD furnaces, 65tLF furnaces, six machines and six strands of billet continuous casting and supporting public auxiliary and environmental protection facilities.

8 、 Belt and Road Initiative

Jiangsu Delong Group actively responded to the national "Belt and Road Initiative" strategy and invested in the construction of a nickel-iron alloy smelting project in Indonesia with a joint venture with the central enterprise CFHI in August 2014. the first phase of the project invested 927 million US dollars, equipped with 15 lines and produced 800000 tons of Ni-Fe alloy per year, all of which will be put into production in 2019.

Delong (Indonesia) Phase II Project OSS Co., Ltd., jointly founded by Delong Group and Xiamen Xiangyu Co., Ltd., has 32 33000KVA electric furnace RKEF production lines. By the end of 2020, 16 AOD furnaces have been put into production, with an annual stainless steel smelting capacity of 3.5 million tons. The stainless steel smelting project was put into production on February 10, 2020, and all the billets were shipped back to China for processing and sales.

With the full support of the state and the Indonesian local government, a large number of special preferential policies have been obtained for the project construction. The Ministry of Energy has issued the "principle license for Ore processing and smelting", the "Import tax exemption license" from the Ministry of Investment, the "Business tax exemption license" and the "value-added tax exemption license" of the Inland Revenue Bureau. The provincial environmental protection bureau, investment and one-stop service center approved "environmental qualification permit" and "environmental permit". In addition, the Ministry of Communications also issued a "wharf location permit" for the project wharf.
