






On June 28, Wang Jie, director of the defective Product Management Center of the General Administration of Market Supervision, made a special interpretation of the implementation of the automobile recall in the first half of 2021.
Data show that in the first half of 2021, China carried out a total of 115 vehicle recalls, involving 4.3085 million defective vehicles. Among them, 21 recalls were affected by defect investigations, involving 486400 defective vehicles, accounting for 11.29% of the total number of recalls. From the type of recall, mainly passenger cars, recalled 105 times, involving 4.30455 million defective vehicles. From the point of view of the problem assembly, the maximum number of electronic and electrical recalls was 30, involving 2.7916 million defective vehicles, followed by 20 engine recalls involving 636500 defective vehicles, and the third was body, airbag / seat belt and brake / steering recalls 14 times. the number of defective vehicles involved were 200800, 48700 and 507000, respectively.
Among them, the fire accident of new energy vehicles has attracted much attention. so far, enterprises have recalled a total of 1.2838 million new energy defective vehicles, accounting for 22.13% of the total number of new energy vehicles. Intelligent network connection technology makes vehicles more complicated. Since 2014, in foreign automobile recall cases, the safety problems related to software have increased significantly, with a growth rate of more than 40%. A total of 7.12 million vehicles have been recalled in China due to information system problems. it accounts for about 10% of the total recall, and the increasing trend is becoming more and more obvious. More and more automobile enterprises, on the one hand, use the automobile remote upgrade technology (OTA) to improve and optimize some functions or performance of the vehicles that have been sold, on the other hand, they use OTA technology as a recall means to improve the recall efficiency and reduce the recall cost. The emission recall is also a new field. In April 2021, the General Administration of Market Supervision and the Ministry of Ecological Environment jointly issued the regulations on the Management of vehicle Emission recall, further extending the recall from safety to the field of environmental protection.
Battery Network noted that in the last month alone, the State Administration of Market Supervision and Administration announced plans for Tesla, Zhengzhou Nissan, Jiangnan Automobile, Cheetah Motor, Toyota Motor, brilliance BMW and other car companies to recall defective electric vehicles.
On June 26, the State Administration of Market Supervision and Administration issued a recall announcement for electric vehicles from three car companies:
1. Due to the problem of the vehicle active cruise control system, it is easy to cause the driver to activate the active cruise by mistake, affect the driver's expectation and lead to the misjudgment of vehicle handling. Tesla Automobile (Beijing) Co., Ltd. decided to recall some imported Model 3 electric vehicles produced from January 12, 2019 to November 27, 2019, totaling 35665; Tesla (Shanghai) Co., Ltd. decided to recall some domestic Model 3 electric vehicles produced from December 19, 2019 to June 7, 2021, a total of 211256, and some domestic Model Y electric vehicles produced from January 1, 2021 to June 7, 2021, a total of 38599.
2. Zhengzhou Nissan Automobile Co., Ltd. will recall a total of 559 Shuaike pure electric vehicles produced from April 11, 2018 to April 13, 2019. In some vehicles within the scope of this recall, after a long period of frequent and fast charging, the performance of the internal cell of the power battery decreases, which may cause occasional failure of the power battery, abnormal pressure difference and internal short circuit, and in extreme cases, the power battery may be out of control. There are safety risks.
3. Due to a problem with the control strategy of the on-board battery management system, which may lead to a long-term high-voltage floating charge of the battery, resulting in an internal short circuit caused by the blockage of the cell diaphragm, Hunan Jiangnan Automobile Manufacturing Co., Ltd. decided to recall a total of 200 Zhongtaiyun 100s electric vehicles produced from October 17, 2017 to November 30, 2017, starting from July 1, 2021.
On June 11, Hunan Cheetah Automobile Co., Ltd. announced a recall of 1119 Cheetah CS9 pure electric vehicles produced from August 19, 2018 to November 29, 2018, and Anhui Cheetah CS9 pure electric vehicles produced between December 5, 2017 and December 28, 2017, totaling 2998 vehicles.
There are problems in the vehicle power battery package within the scope of this recall, such as loose connection of the copper bar in the package, weak welding of the acquisition line connection point of the voltage and temperature sensors in the package or the welding point of the battery heating piece wire harness, and internal short circuit caused by the power battery cell, which may lead to thermal runaway of the vehicle power battery in extreme cases, resulting in fire and safety risks.
On June 9, Toyota Motor (China) Investment Co., Ltd. announced that it would recall a total of 948 imported Lexus CT200h hybrid vehicles produced during the period from February 9, 2021 to April 7, 2021.
For the vehicles within the scope of this recall, due to the lack of anti-electromagnetic noise performance of the control substrate of the power conversion module of the hybrid power system inverter, the power control circuit may misjudge the electromagnetic noise caused by the voltage change of the high-voltage circuit as a system anomaly and stop working for a short time. During this period, the power supply voltage decreases and the engine warning lights are lit, the vehicle may have instantaneous driving power loss, and in extreme cases, it may increase the risk of collision with the rear vehicle, and there is a safety hidden danger.
On June 3, Tesla Automobile (Beijing) Co., Ltd. decided to recall a total of 311 imported Model 3 electric vehicles produced from January 12, 2019 to November 20, 2019. Some vehicles within the scope of this recall may not have fastened the screws at the top of the front seat belt to the B-post to standard torque during the assembly process. When a vehicle collides, in extreme cases, if the screw falls off, the seat belt will not function as designed, which will increase the risk of injury in the collision accident.
On the same day, Tesla Automobile (Beijing) Co., Ltd. also decided to recall a total of 423 imported Model 3 electric vehicles produced during the period from February 2, 2019 to November 20, 2019. Some vehicles within the scope of this recall may not tighten the brake caliper bolts according to the standard torque, and the bolts may become loose over time. In extreme cases, if the fastening bolt becomes loose enough or detaches from the steering knuckle so that the calipers come into contact with the inner surface of the rim, the wheel may not rotate freely and may cause tire pressure loss, increasing the risk of vehicle collision and safety risks.
Since June 1, due to design problems with the software of the vehicle battery control unit, brilliance BMW Co., Ltd. is also recalling a total of 6636 domestic iX3 electric vehicles manufactured from September 1, 2020 to April 30, 2021.
It is reported that China's automobile recall system began in 2004, has gone through 17 years, so far a total of 2310 recalls, involving 87.1572 million defective vehicles. The reasons for the recall include design, manufacturing, marking / marking, etc., there are not only standard compliance problems, but also non-standard safety risks. Through the recall system, enterprises take the initiative to find problems and take the initiative to implement the recall, which effectively promotes technological progress and quality improvement, and ensures the personal and property safety of consumers, which has been widely recognized by all sectors of the community.
Wang Jing said that in the light of the implementation of the recall in the first half of the year, the following work will be actively promoted in view of new technologies and new areas:
First, in the field of traditional automobile safety, we should strengthen the collection and monitoring of defect clues, enhance the ability of analysis, identification and rapid response, strengthen the investigation of defects in key enterprises of key products, and strengthen the evaluation and supervision of the effect after recalls. Urge enterprises to earnestly fulfill the main responsibility of product safety.
Second, aiming at new products and new technologies, establish a working mechanism for defect investigation of new energy vehicles driven by operation data, promote the construction of intelligent vehicle OTA big data platform, explore the establishment of automobile safety supervision sandboxie system, and balance innovation and risk.
Third, in view of the common quality and safety problems of automobiles, carry out risk assessment and quality diagnosis, establish and improve the mechanism of "discovering product defects-putting forward suggestions for product safety improvement-promoting the overall quality of the industry", fundamentally help enterprises, especially small and medium-sized enterprises, eliminate hidden dangers of product safety, promote technological innovation, and promote high-quality development of the industry.
