Soliciting opinions on the Technical requirements of Pure Electric passenger cars to increase the Technical requirements of miniature low-speed Pure Electric passenger vehicles

On June 17, the battery network learned that in order to promote the technological progress of pure electric passenger vehicles and ensure the standardized and healthy development of the industry, in accordance with the Standardization Law of the people's Republic of China, the first Department of equipment Industry of the Ministry of Industry and Information Technology organized the National Automobile Standards Commission to carry out the revision of the recommended national standard of GB/T 28382 "Technical conditions for Pure Electric passenger vehicles", which has formed a draft for soliciting opinions and is now openly soliciting opinions from all walks of life. The deadline for consultation is August 16, 2021.

The specification of the standard shows that in recent years, with the vigorous development of China's new energy vehicle industry, pure electric passenger vehicle technology has developed by leaps and bounds. Some of the technical provisions in the national standard GB/T 28382-2012 "Technical conditions for Pure Electric passenger vehicles", such as maximum speed, mileage, battery system requirements of electric vehicles, etc., do not adapt to the development of new technology. In order to promote technological progress and ensure the healthy development of the industry, it is necessary to revise GB/T 28382-2012 adaptively.

At the same time, the market of miniature low-speed pure electric passenger vehicles in China is growing rapidly, and the investment and quantity of enterprises are increasing rapidly. According to incomplete statistics, there are more than 100 production enterprises of miniature low-speed pure electric passenger vehicles in China, with a production capacity of more than 2 million vehicles, mainly distributed in Shandong, Henan, Hebei, Jiangsu, Fujian and other regions. In a broad sense, miniature low-speed pure electric passenger vehicle belongs to pure electric passenger vehicle, but it has its own characteristics, such as low speed, miniaturization, lightweight and so on. Market research found that the quality of miniature low-speed pure electric passenger vehicle products are mixed, causing a number of traffic safety accidents, some products do not meet the basic requirements of national standards such as braking, body strength, collision and so on. In July 2015, the Ministry of Industry and Information Technology, together with the Ministry of Public Security, the Development and Reform Commission, the former AQSIQ and the Ministry of Science and Technology, jointly submitted the "request for instructions on issues related to the Management of low-speed Electric vehicles" to the State Council. In September, the State Council approved the general idea of "upgrading one batch, standardizing one batch, and eliminating one batch" of four-wheeled low-speed electric vehicles, and made clear the measures and requirements for strengthening the management of low-speed electric vehicles, in order to guide the transformation and upgrading of the industry and standardize development. In November 2018, the Ministry of Industry and Information Technology jointly issued the Circular on strengthening the Management of low-speed Electric vehicles, and continued to urge local organizations to carry out special governance work.

In order to standardize the management of miniature low-speed pure electric passenger vehicles, maintain normal traffic order and ensure driving safety, it is necessary to take miniature low-speed pure electric passenger vehicles into consideration when revising GB/T 28382-2012, clarify the basic safety technical requirements, effectively support industry supervision, and promote the standardized and orderly development of the industry.

The revision of the standard mainly involves two aspects: one is to revise and update the technical conditions of the original pure electric passenger vehicles, and the other is to increase the technical requirements for miniature low-speed pure electric passenger vehicles. The main contents of the revision include:

1. Revision of the technical conditions of the original pure electric passenger car

1) remove the requirements of mass distribution and suitcase volume in the original standard

The requirement that the ratio of the total mass of the power battery to the complete quality of the vehicle should not be greater than 30% is deleted. The main consideration is that with the development of the lightweight technology of the whole vehicle, for the long-lasting version of the vehicle with more batteries, the ratio of battery to vehicle equipment quality will be further improved. In order to encourage advanced technological progress, delete this requirement.

The requirement that the suitcase volume of 4-seat and 5-seat passenger cars should be larger than 0.3m3 is deleted. The requirement itself is not a mandatory provision, considering that the suitcase volume is only related to the personalized design of the vehicle, it is not appropriate to make a mandatory requirement, so delete this clause.

2) increase the requirement for low-speed tone of pure electric passenger cars.

It is added that pure electric passenger cars should meet the requirements of the newly released GB/T 37153 "low Speed tone of Electric vehicles".

3) revise the maximum speed requirements of pure electric passenger vehicles

The minimum speed requirement for the 30-minute maximum speed of pure electric passenger cars has been raised from 80km/h to 100km/h.

4) revise the mileage requirements of pure electric passenger vehicles.

Pure electric passenger vehicles should be tested according to GB/T 18386.1 "Test method for energy consumption and driving range of electric vehicles-part 1: light vehicles", and the driving range requirements should be raised from 80km to 100km.

5) revise the requirements for power batteries of pure electric passenger vehicles

Citing the latest battery related standards, the safety requirements of power batteries for pure electric passenger vehicles meet the requirements of GB 38031 "Safety requirements for Power batteries for Electric vehicles", and the electrical performance of power batteries for pure electric passenger vehicles should meet the requirements of GB/T 31486 "Electrical performance requirements and Test methods for Power batteries for Electric vehicles". The cycle life of power batteries for pure electric passenger vehicles should meet the requirements of GB/T 31484 "cycle life requirements and test methods for power batteries for electric vehicles". In addition, the increased energy density of the battery should not be lower than the requirement of 70wh/kg.

two。 Aiming at the increasing technical requirements of miniature low-speed pure electric passenger vehicles

1) add the definition of miniature low-speed pure electric passenger vehicle

It is clearly defined as a pure electric passenger vehicle with a seat number of 4 or less and the maximum speed less than 70km/h.

2) to increase the requirements of outline size and equipment quality of miniature low-speed pure electric passenger vehicles.

It is clear that the length of the miniature low-speed pure electric passenger vehicle should not be more than 3.5m, the width should not be more than 1.5m, the height should not be more than 1.7m, and the complete quality of the vehicle should not exceed 750kg.

3) increase the tire requirements of miniature low-speed pure electric passenger cars

It is clear that the tire requirements should meet the requirements of GB 9743 "car tire".

4) increase the speed limiting device and braking performance requirements of miniature low-speed pure electric passenger vehicles.

For the miniature low-speed pure electric passenger vehicle with speed limit function or equipped with speed limit device, the speed limit function or speed limit device should meet the relevant requirements of GB 24545 "Technical requirements for vehicle Speed limit system"; in view of the low speed characteristics of miniature low-speed pure electric passenger vehicles, the specific specifications of braking test are revised without reducing the braking performance (see Appendix A).

5) increase the stability requirements of miniature low-speed pure electric passenger vehicles

It is clear that the vehicle should carry out the handling and stability test according to GB/T 6323 "vehicle handling and Stability Test method", and its index should meet the requirements of QC/T 6323 "vehicle handling and Stability Test method". In addition, the miniature low-speed pure electric passenger vehicle should be tested under no-load and static state in accordance with the method stipulated in GB/T 14172 "bench Test method for vehicle static rollover Stability". The roll stability angle tilted to the left and right should be greater than or equal to 35 °.

6) increase the power performance requirements of miniature low-speed pure electric passenger vehicles

The maximum speed of a miniature low-speed pure electric passenger vehicle in 30 minutes measured according to GB/T 18385 "dynamic performance Test method for Electric vehicles" should be greater than or equal to 40km, and the acceleration time should be less than 10s when it is less than 70km. The maximum climbing slope should not be less than 20%. The slope climbing speed should be not less than 20km, the slope climbing speed should be not less than 20km, and the slope climbing speed should not be less than 10km/h. In addition, the requirement of the specific power of the miniature low-speed pure electric passenger vehicle is stipulated, and the specific power calculated by the ratio of the peak power of the motor to the complete mass of the whole vehicle should not be less than 10kW beat t and not more than 20kW shock t, so as to avoid insufficient power or excess power reserve of this kind of vehicles.

7) increase the low temperature starting performance requirements of miniature low speed pure electric passenger vehicles.

It is stipulated that the vehicle should be able to start and drive normally after soaking for 8 hours at the test ambient temperature of-20 ℃ ±1 ℃.

8) increase the collision safety requirements of miniature low-speed pure electric passenger vehicles

In view of the low speed of the miniature low-speed pure electric passenger vehicle, the frontal collision test speed of the miniature low-speed pure electric passenger vehicle is set as 40km/h.

9) Test method for determining the driving range of miniature low-speed pure electric passenger vehicles

It is stipulated that the vehicle shall, with reference to the test conditions of GB/T 18386.1 "Test methods for Energy consumption and continuous driving range of Electric vehicles-part 1: light vehicles", carry out the continuous driving mileage test according to the uniform speed of 30km/h and record the test results.

10) increase the technical requirements of power batteries for miniature low-speed pure electric passenger vehicles

It is required that miniature low-speed pure electric passenger vehicles should be equipped with battery management system, and the safety requirements meet the safety requirements of GB 38031 "Power Battery Safety requirements for Electric vehicles". In view of the low speed of miniature low-speed pure electric passenger vehicles, the acceleration in the x direction of the battery simulation crash test is set at 80% of the acceleration required by GB 38031 and the acceleration requirement in the y direction remains unchanged. The electric performance of the power battery of the miniature low-speed pure electric passenger vehicle should meet the requirements of GB/T 31486 "Electric performance requirements and Test methods of Power Battery for Electric vehicles", the cycle life should meet the requirements of GB/T 31484 "cycle Life requirements and Test methods of Power Battery for Electric vehicles", and the energy density of the battery system should not be lower than 70wh/kg.

11) requirements for increasing the charging interface of miniature low-speed pure electric passenger vehicles

The vehicle charging interface shall meet the requirements of GB/T 20234 (all parts) "connecting device for conducting charging of Electric vehicles".

12) increase the requirements for marking and marking of miniature low-speed pure electric passenger vehicles

13) increase the reliability requirements of miniature low-speed pure electric passenger vehicles

The total mileage of the reliability driving test of the miniature low-speed pure electric passenger vehicle is 8000km (in which the reinforced bad road is 2000km, the flat road 6000km), and there should be no fatal and serious failures in the test process. After the reliability test, the maximum speed and mileage of a miniature low-speed pure electric passenger vehicle should not be reduced by more than 10% compared with that before the test.
