On May 14, Wang Shouwen, vice minister of commerce and deputy representative of international trade negotiations, had a video discussion with representatives of the American Chamber of Commerce in China and some member enterprises to listen to the introduction of the 2021 White Paper on American Enterprises in China. And in-depth exchanges on Sino-US economic and trade relations, business environment, foreign-funded enterprises' participation in the "double cycle" construction and other issues. China proposes to speed up the construction of a new development pattern, which is not an "internal cycle" of self-closure and self-sufficiency, but a "double cycle" based on a higher level of opening up. Enterprises from all countries, including American enterprises, can participate on an equal footing. China will further reduce the negative list of foreign investment access, promote the orderly opening up of the service industry, and actively promote the negotiation and implementation of multilateral, bilateral and regional free trade agreements, so as to create more cooperation opportunities for enterprises of all countries. Wang Shouwen said that China will continue to improve the legal system of foreign investment, strengthen its policy of stabilizing foreign investment, and further create a business environment for marketization and the rule of law and internationalization. According to this year's AmCham White Paper, about half of US-funded enterprises believe that China's investment environment is improving; about 2/3 of US-funded enterprises regard China as a priority development market and plan to increase investment in China in 2021. This reflects the confidence of US-funded enterprises in China's business environment. Wang Shouwen said: President Xi Jinping has stressed many times that cooperation between China and the United States will benefit both sides, while fighting will hurt both sides, and cooperation is the only correct choice. China appreciates AmCham's clear opposition to the comprehensive decoupling of the US-China economy, and hopes that the Chinese-American Chamber of Commerce and US entrepreneurs will play a positive role in promoting the development of Sino-US economic and trade relations of equality and mutual benefit.
