Since last year, the Ministry of Science and Technology, together with relevant departments, has followed the basic principle of General Secretary Xi Jinping's "facing the world's scientific and technological frontiers, the main battlefield of the economy, the major needs of the country, and the life and health of the people." we have conscientiously implemented the spirit of the Fifth Plenary session of the 19th CPC Central Committee and actively carried out research on the task layout of the 14th five-year Plan. In the course of work, adhering to the combination of top-level design and collective wisdom, we extensively solicited 16000 major R & D needs to 67 departments and localities and more than 2400 scientific research institutions at the beginning of 2020, which provided an important reference for condensing the key special motion of the 14th five-year Plan. By means of strategic advisory committee consultation, high-level expert argumentation, consultation and communication with major departments, fully listening to the opinions of the scientific community, industry and industry departments, and repeated and in-depth studies, the overall layout of the national key R & D plan of the 14th five-year Plan has been formed, which has been examined and approved by the plenary meeting of the inter-ministerial joint meeting on the management of national science and technology plans.

The organization and implementation of the key R & D plan of the 14th five-year Plan will implement the deployment requirements of the Fifth Plenary session of the 19th CPC Central Committee on tackling key core technologies, and continue to deepen the reform of scientific research management. we will further promote the transformation of government functions and the reform of "management and service" in the field of scientific research, and vigorously implement key projects. Demand-oriented, problem-oriented, and application-oriented throughout the whole chain and process of project formation, organization and implementation, and start and implement key projects in batches according to priorities, implement classified management, give full play to the role of strategic scientific and technological forces, leading enterprises and handsome scientists, and strive to improve the overall efficiency of the innovation chain.

According to some opinions of the State Council on improving and strengthening the Management of Scientific Research projects and funds in the Central Finance (Guofa (2014) No. 11), and the Circular of the State Council on deepening the Management Reform Plan of the Science and Technology Plan (Special projects, funds, etc.) of the Central Finance (Guofa (2014) No. 64), Circular of the Ministry of Science and Technology and the Ministry of Finance on the issuance of the interim measures for the Administration of National key R & D projects (National Science and Technology (2017) 152, and other document requirements, Now the "14th five-year Plan" national key research and development plan "hydrogen energy technology" key project 2021 project application guidelines (see annex) to solicit opinions and suggestions from the community. Comments will be sought from February 1, 2021 to February 21, 2021. Changes should be sent to email before 24:00 on February 21.

This consultation guide is the first batch of tasks to be deployed in 2021 for the first batch of priority projects in the 14th five-year Plan, and other research tasks will be launched one after another. This consultation focuses on listening to the opinions and suggestions of all parties on the rationality, scientific and advanced nature of the objectives and indicators put forward in the direction of the guidelines. The Ministry of Science and Technology, together with relevant departments, professional institutions and experts, will carefully study the opinions and suggestions received, and revise and improve the application guidelines for relevant key projects. There will be no feedback and reply to the comments and suggestions collected.

During the implementation of the relevant key projects in 2021, we plan to actively explore new organization and implementation models such as "unveiling the list" and the linkage between ministries and provinces, and study and set up a project for young scientists. Among them, The 18 projects are: hydrogen energy technology, energy storage and intelligent Electroweb technology, new energy vehicles, transportation infrastructure, high performance computing, information photonic technology, multimodal networks and communications, block chain, cyberspace security governance, smart sensors, industrial software, high performance manufacturing technology and major equipment, advanced structures and composite materials, high-end functions and smart materials, new display and strategic electronic materials, New rare earth materials, earth observation and navigation, culture, technology and modern service industry.
