SMM: in order to accelerate the high-quality development of the fuel cell vehicle industry in Shanghai, lead the transformation and upgrading of the industry, and build a world-class automobile industry center, on November 13, the Shanghai Economic and Information Commission and other six ministries jointly issued the implementation Plan for the Innovation and Development of Shanghai fuel Cell vehicle Industry (the implementation period is 2020-2023).
According to the implementation Plan, by 2023, the development of the fuel cell vehicle industry in Shanghai will achieve the overall goal of "100 stations, 100 billion and tens of thousands of vehicles". There are nearly 100 planned hydrogenation stations and more than 30 planned hydrogenation stations, and the hydrogenation network is the largest in the country. the output scale is about 100 billion yuan, the development scale is in the forefront of the country, the promotion of fuel cell vehicles is close to 10000, and the application scale is the leading in the country. The overall development level of the fuel cell vehicle industry has reached the international leading level, key technologies have been mastered independently, innovative products have been introduced to the global market, hydrogen energy infrastructure has been improved, the scale of promotion and application has continued to expand, and the core competitiveness has been significantly improved. the ecology of industrial innovation has been basically formed.
In order to achieve the above goals, the implementation Plan puts forward 14 specific tasks from four aspects: technological innovation, product innovation, application innovation and environmental innovation.
(1) technological innovation, autonomous and controllable: 1, breaking through the fuel cell vehicle technology; 2, conquering the core component technology of the system; 3, mastering the hydrogen production, storage, transportation and addition technology;
(2) product innovation and brand: 4, launch independent brand products; 5, cultivate head innovation enterprises; 6, research and development of intelligent special equipment;
(3) application innovation and expanding scale: 7, expanding the scale of demonstration application; 8, innovating and applying business model; 9, strengthening the linkage of application in the Yangtze River Delta;
(4) Environmental innovation and construction ecology: 10, speeding up the construction of hydrogenation stations; 11, improving the guarantee of hydrogen supply; 12, strengthening the construction of service platform; 13, perfecting the standard and specification system; 14, establishing characteristic industrial parks.
In the task of cultivating head innovation enterprises, the implementation Plan focuses on speeding up the cultivation of more than 10 international well-known enterprises and unicorn enterprises. actively introduce domestic and foreign fuel cell industry chain enterprise headquarters or R & D centers, sales centers and other functional headquarters, support enterprises through mergers and acquisitions and other activities, reorganize and integrate the upstream and downstream industrial chains to speed up development and growth; Focus on supporting SAIC to become an internationally renowned and domestic leading manufacturer of fuel cell passenger vehicles and commercial vehicles.
Recently, Beijing, Guangzhou and other places have introduced new policies for the fuel cell vehicle industry one after another. At the same time, the recently released "New Energy vehicle Industry Development Plan (2021-2035)" also mentioned that after 15 years of continuous efforts, fuel cell vehicles can be used commercially. If the local planning goals are successfully achieved, the fuel cell vehicle industry is expected to step onto a new level in the next three years.
