SMM: recently, the Ministry of Finance and other five ministries issued a notice on the demonstration application of fuel cell vehicles. The details are as follows:

Departments (bureaus) of finance, departments in charge of industry and information technology, departments of science and technology (commissions and bureaus), development and reform commissions and energy bureaus of all provinces, autonomous regions, municipalities directly under the Central Government and municipalities separately listed on the State plan:

In order to promote the sustained, healthy, scientific and orderly development of China's fuel cell vehicle industry, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Development and Reform Commission, and the National Energy Administration (hereinafter referred to as the five departments) decided to carry out the demonstration and application of fuel cell vehicles. The relevant matters are hereby notified as follows:

I. support mode

In view of the current situation of industrial development, the five departments will adjust the subsidy policy for the purchase of fuel cell vehicles to support the demonstration and application of fuel cell vehicles, reward the qualified urban agglomeration for tackling and demonstrating the industrialization of the key core technologies of fuel cell vehicles, and form a new development model of fuel cell vehicles with reasonable layout, different emphasis and coordinated promotion.

The demonstration period is tentatively set at four years. During the demonstration period, the five departments will adopt the method of "substituting awards for compensation" to reward the shortlisted urban agglomerations according to the achievement of their goals. The incentive funds shall be used by localities and enterprises as a whole for the industrialization of key core technologies of fuel cell vehicles, the introduction of talents and team building, as well as the demonstration and application of new models and new technologies, and shall not be used to support investment projects in the production of fuel cell vehicles and the construction of hydrogenation infrastructure.

II. Demonstration content

Demonstration urban agglomeration should focus on technological innovation, identify the application scene, and build a complete industrial chain. The first is to build the fuel cell vehicle industry chain and promote the technology research and development and industrialization of each link of the chain. It is necessary to rely on leading enterprises, take customer demand as the guide, organize relevant enterprises to build an industrial chain, strengthen technological research and development, and achieve breakthroughs in the research and development of relevant basic materials, key parts and complete vehicle products and their preliminary industrial application. Constantly improve the industrial chain and upgrade the technical level in the demonstration. The second is to carry out the demonstration and application of new technologies and new models of fuel cell vehicles, and promote the establishment and improvement of relevant technical index system and test and evaluation standards. It is necessary to define the appropriate application scenarios and focus on promoting the industrial application of fuel cell vehicles in the field of medium-and long-distance and medium-and heavy-duty commercial vehicles. It is necessary to use the information platform to realize the whole process and chain supervision of the demonstration of fuel cell vehicles, accumulate vehicle operation data, and improve the technical indicators and testing standards related to fuel cell vehicles and hydrogen energy. The third is to explore effective business operation models and constantly improve economy. It is necessary to focus on the product promotion of superior enterprises, gradually form economies of scale and reduce the cost of fuel cell vehicles. It is necessary to provide an economic, safe and stable hydrogen source for the demonstration application of fuel cell vehicles, explore the development of green hydrogen, and effectively reduce the cost of hydrogen energy for vehicles. The fourth is to improve the policy and institutional environment. It is necessary to establish a relatively perfect supporting policy system for the research and development of hydrogen energy and fuel cell core technology, the construction and operation of hydrogen filling stations, and the demonstration and application of fuel cell vehicles. It is necessary to clarify the energy orientation of hydrogen, establish and improve safety standards and supervision models, ensure the safety of production, transportation, filling and use, clarify the lead departments, and issue administrative measures for examination and approval of hydrogenation station construction.

III. Selection of demonstration urban agglomeration

The demonstration urban agglomeration shall be determined by local voluntary declaration and expert evaluation. Declaring cities should break the administrative regional restrictions and select the cities where the excellent enterprises in the industrial chain are located throughout the country for association. The specific requirements are as follows: the excellent enterprises in the industrial chain sign contracts or letters of intent for cooperation, the cities in which the enterprises are located (at or above the prefectural level) form urban agglomerations in accordance with the principle of voluntary combination, negotiate to produce the lead cities, sign cooperation agreements with other cities, and jointly work out the implementation plan. With a clear division of tasks, other cities provide demonstration task commitment letters to the lead city, forming a situation in which all links of the industrial chain are interlinked and strong, and coordinate to promote the R & D and industrialization of key core technologies. After the lead city reports the implementation plan to the provincial departments in charge of finance, industry and credit, science and technology, development and reform, and energy for examination and approval, the province shall declare and demonstrate to the five departments (the declaration guide is attached). The five departments organize a committee of experts to conduct a comprehensive evaluation of the application scheme that meets the requirements, and determine the model urban agglomeration after examination by the five departments, and one of the plans will be implemented when the plan is mature. The demonstration and application work will focus on supporting urban agglomerations with a good foundation for tackling key technical problems, funds in place, clear planning objectives, clear application scenarios and guaranteed policies and systems.

IV. Organizing and implementing

The fuel cell vehicle has a long chain and many participants. The demonstration urban agglomeration and the provinces where the cities are located should strengthen the up-down linkage and horizontal coordination. Each province should co-ordinate its own resources and increase its support to model cities and enterprises; the relevant provinces should strengthen organization and coordination to jointly support the demonstration and application of model urban agglomeration.

The leading urban people's governments of each model urban agglomeration should play the main role and form a leading group together with other participating cities to be responsible for the daily work of the leading group, strengthen communication and coordination among cities, and promote demonstration work as a whole. The leading group should put forward an annual plan for the implementation of the plan, clarify responsibilities and safeguard measures, and be responsible for the organization and implementation of demonstration projects and the allocation of funds, so as to ensure consistency and coordination among all links of the chain. At the end of each demonstration year, the leading group shall submit reports on the progress of the implementation plan, the completion of phased tasks and the application for funds to the five departments through the relevant departments of the province where the lead city is located.

All cities should focus on their respective objectives and tasks and refine their implementation plans; strengthen organization and implementation, increase capital investment, ensure the timely and effective use of incentive funds allocated by the central finance, and create a good policy environment for enterprises. help enterprises solve specific problems and difficulties in implementation; strengthen supervision, refine assessment, and complete demonstration tasks on the basis of ensuring safety. The leading group shall entrust a third party to supervise the demonstration work, put forward opinions on how to deal with the cities whose progress is slow and cannot complete the task, and adjust the implementation plan after the relevant departments of the province where the lead city is located have submitted it to the five departments for approval. All relevant enterprises should increase their R & D investment, enhance their R & D capabilities, and strengthen their docking with upstream and downstream enterprises to ensure the completion of the target tasks in quality and quantity.

The five departments will give full play to their respective functions, strengthen support, guidance and supervision for the demonstration and application of fuel cell vehicles, and organize a committee of experts to follow up and guide the demonstration work throughout the process; and will comprehensively consider factors such as technological progress, optimize the technical indicators in a timely manner and release them in advance. Every year, the central finance is results-oriented and allocates incentive funds according to the results of annual assessment and evaluation. The central finance will set the total budget for the demonstration period, and the reward standard will be appropriately adjusted according to the progress during the demonstration period. Two years after the implementation of the demonstration, the five departments will organize a mid-term assessment, and for urban agglomerations that fail to complete their target tasks on schedule, measures such as adjusting the implementation plan, deducting or suspending incentive funds, suspending participating cities or even canceling the demonstration qualification of urban agglomeration will be taken according to the situation. In order to promote the rational distribution of the industry, in principle, it is no longer appropriate to subsidize the purchase of fuel cell vehicles outside the demonstration area.

On August 18, its battery factory in Lansing, Michigan, US, covering 226 acres, officially commenced production. It is reported that LG Energy Solution's Lansing plant produces large-format batteries for energy storage systems (ESS) and electric vehicles. LG Energy Solution's Lansing plant will also produce higher energy density nickel-cobalt-manganese (NMC) cells for Toyota. These cells will be used in battery electric vehicles such as the 2027 Toyota Highlander EV, which will be assembled at Toyota Motor Manufacturing Kentucky (TMMK) in Georgetown, Kentucky, thereby strengthening the automaker's US supply chain for next-generation models. Notably, with the commencement of the Lansing plant, LG Energy Solution now operates two plants in Michigan, located in Holland and Lansing, respectively. Since 2010, the company's total investment in Michigan has exceeded $5 billion. In addition to its manufacturing plants in Holland and Lansing, the company also has its North America regional headquarters and R&D center in Troy. By the end of 2026, LG Energy Solution's total headcount in Michigan will exceed 3,300, making the company one of the top 50 employers in the state. On the evening of August 19, Hunan Yuneng released its 2026 H1 report. The report shows that in H1 2026, the company achieved revenue of 34.877 billion yuan, up 142.92% YoY; net profit attributable to shareholders of the publicly listed firm reached 2.91 billion yuan, up 853.51% YoY, marking a sharp increase in performance. The company stated that during the reporting period, sales volume of phosphate cathode materials increased compared with the same period last year, while rising prices of key raw materials such as lithium carbonate pushed up product selling prices, leading to corresponding YoY revenue growth. In H1 2026, the company achieved phosphate cathode material sales of 667,200 mt, up 38.77% YoY; high-end product sales were approximately 416,700 mt, with their share of total sales rising to 62.46%; the share of sales from products used in the ESS sector increased to about 53%. During the reporting period, the company aggressively expanded into markets outside China, with phosphate cathode material exports reaching 18,000 mt, a leap forward compared with the same period last year. In terms of profitability, the gross margin for phosphate cathode materials during the reporting period was 14.81%, up 7.84 percentage points YoY. On the capacity front, as of the end of the reporting period, phosphate cathode material capacity was 704,000 mt, and the capacity utilization rate reached 95.92%.
