SMM News: Huahong Science and Technology announced on the evening of Sept. 8 that recently, the company signed a framework agreement with the management committee of Longnan Economic and technological Development Zone, and the company plans to build an annual comprehensive utilization project for the treatment of 60, 000 tons of magnetic waste in Longnan Economic and technological Development Zone, Ganzhou City, together with southern rare earths.

The main contents of this framework agreement are as follows:

1. The company plans to build an annual comprehensive utilization project of 60,000 tons of magnetic waste in Longnan Economic and technological Development Zone of Ganzhou City, which mainly includes oxidation roasting and powder making workshop, intelligent warehousing and administrative office, etc. After the project is completed and reaches production, it can dispose of 60,000 tons of all kinds of magnetic waste annually.

2. The project is located in Fukang Industrial Park of Longnan Economic and technological Development Zone, covering an area of about 100 mu.

3. The project enjoys Longnan's preferential policy of attracting investment and investment, and the management committee will fully cooperate with the whole service work, and actively strive for national, provincial, municipal and other relevant preferential, support, reward, subsidy and other policies for the project.

Huahong Science and Technology said that the signing of the framework agreement with Longnan Economic and technological Development Zone is aimed at relying on Longnan's local location and industrial policy advantages to expand and strengthen the rare earth industry and promote the comprehensive reuse of rare earth waste. At the same time, through this cooperation, Southern rare Earth and Xintai Technology will give full play to their respective advantages in rare earth mining, rare earth metal smelting separation, permanent magnet material production and comprehensive recycling of magnetic waste, to achieve a close combination of upstream and downstream of the industrial chain, complementary advantages and mutually beneficial win-win situation. Through this cooperation, Xintai Technology, a wholly owned subsidiary of the company, will be further guaranteed in the supply of magnetic waste, which will help the company to increase production and expand capacity, and is of great significance to enhance the competitiveness of Xintai Technology in the field of comprehensive utilization of rare earth waste. It is conducive to the company's long-term, healthy and stable development.

Tharisa confirmed its transition to underground mining at its flagship Tharisa Mine, on the southwestern limb of South Africa's Bushveld Complex, remains on time and within budget, running in parallel with the Karo Platinum Project's construction financing in Zimbabwe. Development of the Apollo underground complex, which commenced in March 2026, is progressing toward first run-of-mine ore in the current quarter, with steady-state production of 255,000 mt per month targeted by the third quarter of calendar year 2029. The Orion complex is expected to follow, targeting first ore in financial year 2031 and steady-state production by the third quarter of calendar year 2033. Together, Tharisa said the two underground complexes are expected to extend mining at the Tharisa Mine, which co-produces chrome concentrate alongside PGMs from the same orebody, for more than 60 years beyond depletion of the current open pit. The underground project is fully funded through development loans from Absa and Standard Bank and an asset-based revolving facility from Nedbank, funding that sits separately from the US$300 million Nordic bond raised this week for Karo. The company did not break out what share of Apollo or Orion's future run-of-mine ore output will be chrome-bearing material versus PGM-bearing material, leaving the underground transition's specific impact on Tharisa's chrome concentrate volumes still to be clarified as the two complexes ramp up toward steady state.
