SMM9 March 1: Ma Hui, general manager of Zhengzhou Zhongyuan Merchants Renewable Resources Co., Ltd., said that when cars are scrapped, disassembled parts must be sold as scrap, and recycling companies are valued according to weight, which is commonly known as' selling by jin'. According to this standard, the recycling price of scrapped small cars is generally between 200 yuan and 500 yuan per car. " Due to the low recycling price of scrapped vehicles, few scrap recycling outlets and other factors, some car owners choose to abandon their vehicles directly on the roadside, so there are a lot of "zombie cars".

According to the statistics of the Ministry of Public Security, as of the first half of this year, there were 360 million motor vehicles in China, of which 270 million were cars. In 2019, the number of cars in China is 260 million, while the theoretical number of scrapped cars is 9.1 million, while the actual number of cars recovered is only 1.95 million, with a recovery rate of only 0.75%, which is far lower than the scrapping recovery rate of 3% of cars in Europe and the United States and other countries.

In order to promote the improvement of the recycling system of scrapped motor vehicles, improve the recycling efficiency and service level, and strengthen the management of scrapped motor vehicle recycling and disassembly industry, the detailed rules for the implementation of scrapped motor vehicle recycling management measures have been formally implemented since September 1.

The "measures for the Management of Recycling of scrapped Motor vehicles", which was implemented on June 1, 2019, said that "five major assemblies" (engine, steering gear, transmission, front and rear axle, frame) can be recycled through remanufacturing; the purchase price of scrapped motor vehicles is no longer priced with reference to scrap metal, and so on.

The detailed rules, which come into force today, refine the recycling and utilization of scrapped motor vehicles. The detailed rules stipulate that if the "five assemblies" of scrapped motor vehicles dismantled by recycling and disassembly enterprises have the conditions for remanufacturing, they can be sold to enterprises with remanufacturing capacity for recycling in accordance with the relevant provisions of the state; if they do not have the conditions for remanufacturing, they shall be sold as scrap metal to smelting or crushing enterprises.

With regard to motor vehicle disassembly, the detailed rules stipulate that motor vehicle recycling and disassembly enterprises need to obtain relevant qualifications, and no individual or unit may engage in scrapped motor vehicle disassembly and recycling activities without permission.

If anyone engages in the recovery and disassembly of scrapped motor vehicles without qualification, the competent department of commerce at or above the county level shall, in accordance with the provisions of Article 19 of the measures for Administration, confiscate the scrapped motor vehicles, the "five major assemblies" and other spare parts of the scrapped motor vehicles illegally recovered and dismantled, and confiscate the illegal income; if the illegal income is more than 50,000 yuan, a fine of not less than 2 times and not more than 5 times of the illegal proceeds shall be imposed concurrently; If the illegal income is less than 50,000 yuan or there are no illegal gains, a fine of not less than 50,000 yuan and not more than 100000 yuan shall be imposed concurrently.

At present, Sichuan, Jiangsu, Shandong and other places have officially launched the detailed rules for the implementation of measures for the Recycling of scrapped Motor vehicles. In this regard, relevant industry insiders believe that the formal launch of the detailed rules will accelerate the process of market-oriented development of the scrapped motor vehicle recycling and disassembly industry. While promoting the healthy and orderly development of the industry, it is expected to promote the steady growth of the number of scrapped motor vehicles.
