The economic structure and regional layout continued to be optimized. The urbanization rate of the resident population exceeded 60% for the first time, and major regional strategies were deeply implemented. The development of new kinetic energy is constantly increasing. A number of major achievements have been made in scientific and technological innovation. Emerging industries have continued to grow, and traditional industries have accelerated their upgrading. Mass entrepreneurship and innovation have been carried out in depth, and the number of enterprises has increased by more than 10,000 per day.

Important steps have been made in reform and opening up. Supply-side structural reform continued to deepen, and new breakthroughs were made in important areas. Tax cuts and fees are reduced by 2.36 trillion yuan, exceeding the original scale of nearly 2 trillion yuan, with manufacturing and small and micro enterprises benefiting the most. The task of reforming government institutions has been completed. The reform of "release management and service" has been pushed forward in depth. Set up Kechuang board. New achievements have been made in jointly building the Belt and Road Initiative. Regulations on the implementation of the Foreign Investment Law have been issued, and a new area of Shanghai Free Trade pilot Zone has been added. Foreign trade and foreign investment remained stable.

Key progress has been made in the three major battles. The number of people living in poverty in rural areas has been reduced by 11.09 million, the incidence of poverty has dropped to 0.6 percent, and decisive achievements have been made in tackling poverty. Pollution prevention and control continued, the discharge of major pollutants continued to decline, and the ecological environment improved as a whole. The financial operation is generally stable.

People's livelihood has been further improved. The per capita disposable income of residents exceeds 30,000 yuan. The level of basic old-age pension, medical care and minimum living security has been improved. The construction of affordable housing in cities and towns and the renovation of dilapidated houses in rural areas were further promoted. The number of students' living allowances for compulsory education increased by nearly 40%, and the enrollment of higher vocational colleges increased by 1 million.
