Environmental restrictions, pre-holiday stockpiling lower HRC inventories

Stocks across social and in-plant warehouses came in at 3.23 million mt as of Sep 26, down 2.4% from a week ago

SHANGHAI, Sep 27 (SMM) – Social inventories of hot-rolled coil (HRC) in China fell this week, as intensified production curbs to combat air pollution across various regions improved market sentiment, adding to downstream factories’ raw material stockpiling ahead of the week-long National Day holiday.

SMM data showed that HRC stocks across social warehouses declined 1.8% from a week ago to 2.3 million mt as of Thursday September 26. The social stocks fell in six of the last seven weeks.

On a year-over-year basis, HRC social inventories in China rose 3.8%.

Stronger demand and environmental restrictions led to a decline of 4% in stocks across steelmakers this week, standing at 937,000 mt as of September 26, 7.4% lower than the same period a year earlier.

The decline in in-plant stocks was smaller than SMM’s forecasts, as stricter controls on road transportation and the suspension of some ports deterred shipments from steel mills.

Cargo shipping will recover after authorities remove the restrictions on road transportation after September 27. This, together with the closure of trading across most spot markets during the break, is set to grow inventories.

Overall HRC stocks across social and in-plant warehouses in China came in at 3.23 million mt as of September 26, down 2.4% from a week ago but up 0.3% from a year ago.

Pantheon Electric Recycled Copper Feedstock Share to 33%, Leetsdale Plant Processes Over 45,000 Tonnes of Scrap Annually
Pantheon Electric announced on October 1 that recycled copper now accounts for 33% of its company-wide feedstock. At its Leetsdale, Pennsylvania facility, busbar, strip, sheet and plate are produced with 100% recycled copper, with the plant processing more than 100 million lb, or roughly 45,400 tonnes, of copper scrap annually. Construction Newswire The Leetsdale operation uses a reverberatory furnace capable of processing multiple scrap streams, including internal manufacturing scrap and some lower-grade material that would otherwise require prior refining. Copper remaining in the resulting slag is subsequently recovered off-site. Pantheon operates 21 plants across North America and Europe through businesses including International Wire Group and Hussey Copper and says it is continuing to expand recycled-copper capacity. The development highlights scrap becoming a structural feedstock for major U.S. copper fabricators rather than merely a substitute during periods of tight primary supply.

[SMM Steel] India domestic steel prices rise amid steady demand
[India Domestic] India’s domestic steel market strengthened with prices rising across several key markets amid steady demand. Steel prices are expected to rise by another USD 20/tonne (INR 2,000/tonne) in the coming week, driven by higher raw material costs and a pick-up in demand. Major primary steel producers have also raised rebar prices recently, according to market participants. Mandi HMS 1&2 (80:20) up 3 USD/tonne (300 INR/tonne) to 409 USD/tonne (39,400 INR/tonne) delivered Mandi. Mumbai HMS 1&2 (80:20) unchanged at 376 USD/tonne (36,500 INR/tonne) delivered Mumbai. India Has Yet to Decide on Scrapping Pre-Shipment Inspections for Metal Scrap Imports
India has not yet decided whether to remove the pre-shipment inspection requirement for imported metal scrap, the Directorate General of Foreign Trade said on September 30. The authority is reviewing a proposal from the Material Recycling Association of India and remains open to further easing compliance requirements. MRAI has argued that a shortage of India-authorized inspection agencies in several exporting countries is creating certification and logistical constraints for scrap shipments. Reuters India imports around 13 million tonnes of recyclable metal scrap annually from more than 160 countries, with roughly 2,500 containers arriving each day. MRAI has proposed recognizing more overseas inspection agencies and expanding the list of low-risk origins exempt from pre-shipment inspections. DGFT said pre-shipment certification and inspections at Indian ports currently serve different purposes and cannot simply replace each other. Any eventual relaxation could reduce compliance barriers for imported scrap, including copper scrap, and broaden sourcing flexibility for Indian buyers, although no policy change has yet been approved.
