Ministry of Industry and Information Technology publishes the draft of "Guide to the Construction and Operation of New Energy vehicle Power Battery Recycling Service Network"

In order to promote the recycling of power storage batteries for new energy vehicles, and to guide and standardize the construction and operation of power storage battery recycling service outlets, the Department of Energy Saving and Comprehensive Utilization of the Ministry of Industry and Information Technology has studied and drafted the Guide to the Construction and Operation of Power Storage Battery Recycling Service sites for New Energy vehicles, and now the draft will be open to the public for comments.

Guide for the Construction and Operation of New Energy vehicle Power Battery Recycling Service Network (draft for comments)

1. General principles

This guide puts forward the construction, operation, safety and environmental protection requirements of waste power batteries for new energy vehicles and scrapped cascade batteries (hereinafter referred to as "waste power batteries").

2. Normative reference documents

The following documents are essential for the application of this document. For any reference file with a date, only the version of the date is applicable to this document. For undated referenced documents, the latest version (including all modified versions) applies to this document.

3. Terms and definitions

3.1 Power battery

Batteries that provide energy for the power system of new energy vehicles, including lithium-ion power batteries, nickel metal hydride power batteries, etc., do not include lead-acid batteries.

3.2 recovery

The general term for the process of collection, classification, storage and transportation of waste power batteries.

3.3 Collection

The process of sorting, sorting and gathering the waste power battery to the recycling service network.

3.4 Classification

The process of distinguishing and classifying waste power battery according to its material category and hazard degree.

3.5 Packaging

The process of packaging waste power batteries with containers, materials and auxiliaries.

3.6 Storage

Storage activities in the process of collection, cascade utilization and recycling of waste power batteries.

3.7 separate storage

In the same building or in the same area, the storage of different waste power batteries is separated by a partition or wall with fireproof characteristics.

3.8 isolated storage

In the same room or in the same area, separate a certain distance between different waste power batteries, and use the channel to maintain the storage mode of the space.

3.9 Separation and storage

Storage in different spaces or in an external area independent of all buildings.

3.10 Transport

The use of professional transport equipment to transport waste power batteries to the recycling service network, as well as the process of transportation from the recycling service network to the comprehensive utilization enterprise.

3.11 transfer

Transfer the recycled waste power batteries to the activities of comprehensive utilization enterprises.

3.12 Recycling Service Network

It refers to the place where waste power batteries are placed in the process of collection, classification, storage and packaging. According to its scale, facilities and equipment, storage time, management requirements, etc., it is divided into collection recovery service network and centralized storage recovery service network.

3.13 Collection Recycling Service Network

Refers to a recycling service place with a certain special storage site and facilities and equipment, which can temporarily store waste power batteries.

3.14 centralized Storage Recycling Service Network

Refers to a place with a large dedicated storage site and relatively perfect facilities and equipment, which can store waste power batteries for a long time.

4. Overall requirements

4.1 [requirements for extension of responsibility] Enterprises such as the production and cascade utilization of new energy vehicles shall establish recovery service networks in accordance with the relevant management requirements of the State. Enterprises such as the production of new energy vehicles, the production of power batteries, the recovery and dismantling of scrapped motor vehicles, and comprehensive utilization can jointly build and share the network of recovery services.

4.2 [work requirements] Enterprises such as the production and cascade utilization of new energy vehicles should rely on recycling service outlets to strengthen the tracking of waste power batteries in this area. The recycling service network shall be responsible for the collection, classification, storage and packaging of waste power batteries, and shall not disassemble and dispose of the collected waste power batteries outside the safety inspection without authorization. The waste power battery should be transferred to the comprehensive utilization enterprise for cascade utilization or recycling.

4.3 [marking requirements] the recycling service network shall set up indicative information in a prominent position at the business site, and the content shall include the words "waste power battery recycling service network". The guiding information such as the schematic diagram of the operation flow specification should be set up internally, such as the schematic diagram of the storage operation, the schematic diagram of the waste liquid collection and treatment, and so on.

4.4 [Information Collection requirements] the recovery service network shall record in detail the source, code, type, quantity, destination of the battery and the VIN code of the vehicle assembled, and keep the record for three years. In accordance with the relevant provisions of national traceability management, timely, accurate and standardized feedback of information to the production of new energy vehicles or echelon utilization and other enterprises.

4.5 [Enterprise Management requirements] Enterprises such as the production and echelon utilization of new energy vehicles should strengthen the supervision and management of recycling service outlets to ensure the standardization of the network operation process. The recycling service network should carry out self-inspection work on a regular basis, rectify the existing problems in a timely manner, and regularly feedback the management of operation and maintenance to enterprises such as the production or echelon utilization of new energy vehicles.

4.6 [requirements for disclosure of information] Enterprises for the production and utilization of new energy vehicles shall submit and disclose the information of the recovery service network in a timely manner, and re-submit and disclose the change information after the change of the recovery service network.

4.7 [industry management requirements] Recycling service outlets shall abide by the relevant national regulations, standards and policy requirements, and strengthen self-discipline.

5. Construction requirements

5.1 [Network layout requirements] the new energy vehicle manufacturing enterprise shall establish a collection recovery service network in the administrative area (at least at the prefecture level) where the new energy vehicle is sold by the enterprise, The centralized storage recovery service network shall be established in the administrative area (at least at the prefectural level) where the quantity of new energy vehicles in the enterprise reaches 8000 or the storage and safety guarantee of the collection recovery service network can not meet the recovery requirements of waste power storage batteries.

5.2 [Network layout requirements] the cascade utilization enterprise shall establish a collection recycling service network in the administrative area (at least at the prefecture level) in which the cascade battery is used by the enterprise, which can build and share the recycling service network with the new energy vehicle production enterprise.

5.3 [site selection requirements] the location of recovery service sites shall follow the principles of easy transfer, collection, storage and transportation.

5.3.1 the location of collection recycling service network should take into account regional factors, which can be set up in convenient 4S shops, maintenance outlets, replacement power stations, scrapped motor vehicle recycling and disassembly enterprises, etc., so as to facilitate the recovery of waste power batteries.

5.3.2 the location of the centralized storage recovery service network shall meet the requirements of urban and rural construction planning, overall land use planning, main functional area planning, eco-environmental protection and pollution prevention, fire safety and production safety regulations in the area where it is located. There are no ecologically sensitive protection areas such as nature reserves, scenic spots, forest parks and water conservation areas, as well as flammable and explosive chemical industrial parks, gas stations, etc.

5.4 [site requirements] the recovery service network should set the site area and environmental conditions according to different functions, operation requirements, etc.

5.4.1 the storage area of the collection type recovery service network shall not be less than 15 square meters, the storage capacity of the waste power battery shall not exceed 5 tons, the storage area of the centralized storage type recovery service network shall not be less than 100 square meters, and the storage capacity of the waste power battery shall not exceed 40 tons.

5.4.2 the site of the recycling service site should be built on the ground floor to facilitate the storage of waste power batteries. If it is not on the first floor, the load bearing capacity of the floor should be guaranteed and there should be freight ladders.

5.4.3 the recovery service network shall be ventilated and dry to avoid moisture, dust, high temperature and light. The temperature of the storage site should be kept in the range of-20 ℃ ~ 50 ℃, and the humidity should not exceed 85%RH.

5.4.4 Recycling service outlets shall set up storage space, disposal space and office space respectively.

5.5 [requirements for network facilities] the recovery service network shall be equipped with infrastructure such as coding and identification equipment, handling tools, waste liquid collection equipment, temperature and humidity monitoring devices, storage shelves, fire safety equipment, etc. The recycling service network for storing class B and class C waste power batteries should also be equipped with professional facilities such as explosion-proof boxes, discharge cabinets, emergency salt pools and so on.

6. Operational requirements

[collection requirements] the collection of waste power batteries shall be carried out by the recycling service network with reference to the requirements of the Code for the Management of Recycling of waste Storage batteries (WB/T 1061).

6.1.1 waste power batteries found to have broken shells and electrolyte outflow during collection shall be packed in insulated, leak-proof and corrosion-resistant containers; waste power batteries found to have hidden safety risks shall be packed in explosion-proof boxes after safe treatment.

6.1.2 if packaging and transportation of waste power batteries is involved in the collection process, packaging and transportation to recycling service outlets shall be standardized in accordance with 6.4 packaging requirements and 6.5 transport requirements.

6.2 [classification requirements] the recycling service network shall classify and manage the waste power batteries according to the characteristics of the material categories and hazard degrees of the waste power batteries and according to the testing items stipulated in Appendix A or the relevant national standards.

6.2.1 Class A: waste power batteries that are structurally functional and tested in accordance with Appendix A and whose test results are "no", or which are re-tested after protective treatment and whose test results are "no".

6.2.2 Class B: one or more waste power batteries whose inspection results are "yes" in accordance with Appendix A and whose packaging and transportation are not specified by national laws and regulations.

6.2.3 Class C: waste power batteries in accordance with national laws and regulations or other special provisions other than Class A and Class B.

[storage requirements] the ground of the storage site and treatment site of the recovery service site shall be hardened, leak-proof and insulated, and warning signs for solid waste shall be set up in accordance with the requirements of "graphic signs for Environmental Protection-Storage (disposal) of solid waste" (GB 15562.2). At the same time, warning signs such as dangerous, flammable, explosive and hazardous substances shall be set up in prominent positions, and yellow signs shall be set up on the ground. According to the requirements of "Code for Recycling and Management of waste Storage Battery" (WB/T 1061) and "Code for Storage and Transportation of Battery waste" (GB/T 26493), the storage of waste power battery is carried out.

6.3.1 different storage methods should be adopted for the storage of waste power batteries according to the type of power batteries (lithium iron phosphate, ternary, etc.) and the classification results.

6.3.1.1 Type A waste power batteries of the same type shall be stored separately.

6.3.1.2 different types of type A waste power batteries and the same type of type B waste power batteries should be stored in isolation.

6.3.1.3 different types of type B waste power batteries and class C waste power batteries should be separated and stored.

6.3.1.4 the mode of storage shall comply with the provisions of the table below.

6.5.3 Class C waste power batteries shall be transported by professional units in accordance with the relevant management requirements.

7. Requirements for safety and environmental protection

[emergency plan requirements] Recycling service outlets shall prepare emergency plans for safety and environmental protection with reference to the guidelines for the preparation of Emergency plans for production Safety Accidents in production and Operation Units (GB/T 29639), and have the ability to deal with safety and environmental protection emergencies. Regularly check the status of the storage of waste power batteries, if found that there are safety, environmental protection and other hidden dangers should take timely measures to dispose of and handed over to the comprehensive utilization enterprise.
