Weaker demand, tariff uncertainty lower operating rates at lead-acid battery producers

Rates across producers in Jiangsu, Zhejiang, Jiangxi, Hubei and Hebei averaged 66.32% in the week through Dec 14

SHANGHAI, Dec 17 (SMM) – Operating rates at lead-acid battery producers across Jiangsu, Zhejiang, Jiangxi, Hubei and Hebei averaged 66.32% in the week through December 14, down 0.88 percentage point from the previous week, SMM data showed.

Rates across plants in Hubei fell 6.89 percentage points to 77.91% last week as large plants who were close to their annual production targets cut production to rein in inventories of finished goods amid weakening demand across automotive battery markets. The end of battery stockpiling for the holiday sales season across western nations and uncertainties over US-China trade tension held some traders back from purchasing batteries, which also prompted battery producers in Hubei to cut production.

Rates in Jiangsu climbed 1.05 percentage points to 53.14% last week as low battery stocks and shipment suspension for the Chinese New Year holiday drove some producers to raise output after they reduced output in late November.

Under the agreement, China’s BYD Battery, a global leader in green vehicles, will transferring technical expertise and transfer battery technology for the project while Vietnam’s Kim Long Motor will in charge of financing and developing energy battery manufacturing plant. The project is intended to help Vietnamese companies progressively develop their own battery production capabilities. After completion, the BYD battery facility is projected to enable Kim Long Motor to raise its localization rate to more than 80% by Q2 2026.

On 9 January, China’s Ministry of Finance and the State Taxation Administration released a new export tax rebate policy. From 1 April 2026, China’s export tax rebates of up to 13% for solar battery panels will be rolled back, while the rebate rate for battery products will be reduced from 9% to 6%. The complete phase-out of tax rebates for the above-listed products is scheduled for 1 January 2027. This policy aims to negate price distortions emerged in overseas battery markets, which have long affected the profit margins of domestic manufacturers.
