Linfen Turns to a "Green City"
A British media recently reported noticeable improvement in environmental quality in Linfen city of Shanxi province. The journalist was greatly impressed by a “green city” in contrast with earlier heavy pollution.

Environmental Protection Industry Boosted by Air Pollution
In order to carry out the 12th Five-Year Plan for National Economic and Social Development, 12th Five-Year Plan for Environmental Protection, and Opinions of the State Council on Strengthening Major Environmental Protection Work, the Ministry of Environmental Protection recently issued the 12th Five-Year Plan for National Environmental Protection. It points out that China should do a better job in building key ecological civilization demonstration projects, major biodiversity conservation projects, important natural protection zone projects, and key regional ecological function protection projects during the 12th Five-Year Plan period. Taxpayers D Not Pay VAT for Central Government Subsidies
The State Administration of Taxation recently released a public notice saying that taxpayers should not pay VAT for central government subsidies, effective from February 1, 2013.

The Chinese government has introduced many central government subsidy policies in the past few years to promote the development and utilization of renewable energy and support the use of new energy and efficient energy-saving products. But whether or not to categorize central government subsidies into taxable earnings remains disputable.

9 Renewable Energy Projects Approved in Guizhou
According to sources from Hubei Provincial Department of Housing and Urban-Rural Development, energy saving and standard work for constructions in Guizhou have achieved new progress in 2012. 43 state organ office buildings, large public buildings have installed energy monitoring platforms, and 9 provincial renewable energy projects applied in buildings have been approved.

Meanwhile, Guizhou province formulated and implemented local assessment standards for green towns in 2012, promoted 16 new technologies, and put on record of 55 energy-saving technology products. The province disposed solid wastes of 10 million mt.  

Local Energy Consumption to be Controlled
The State Council Executive Meeting Control deployed the total energy consumption work. The meeting required to set up concrete implementation mechanisms, divide detailed targets to different regions, and demanded that local governments should be responsible for their own amount of energy consumption.

The key of controlling total energy consumption is how to allocate the amount of local energy consumption and how to deal with the relationship between total energy consumption and economic growth. Lin Boqiang, Director of China Center for Energy Economics Research at Xiamen University, believes that total energy consumption control plan will ask all provinces to control or reduce energy consumption and will hinder the development of local economy. Local governments may haggle over the allocation of total energy consumption control, and in this context, the State Council should assign tasks reasonably for local governments.
