Guangzhou Customs Guide to Customs Declaration of Truck-Airline

In order to devote to the building of Guangzhou Baiyun International Airport, and develop it into an aero pivot which bases on South China, radiates to the Southeast Asia and connects with the whole world, on the basis of the principles--basing on clients, offering advantages to law-abiding ones, flowing people and goods, Guangzhou Customs issues the Twelve Service Measures to construct the first-class customs clearance environment, provide the first-class service and realize the first-class facilitation, so as to comprehensively optimize the efficiency of the airport. The fourth service measure is as following: To support the Airport transiting business and realize the relay from air cargo and land cargo or vice versa between origin and destination, the customs allow qualified enterprises to operate "Truck-Airline" to facilitate the land transportation of international goods. The customs provide "Truck-Airline" one-stop service of "one declaration, one inspection and one release." Guangzhou Customs now issues the following guide for the convenience of the enterprises.

Ⅰ. What is Truck-Airline?

Truck-Airline refers to a specific airline, with the air waybill of the whole flying, using trucks as the extending conveyance of airplane to connect the areas where there is no airport. Truck-Airline helps the areas without airports to deliver or receive import or export air cargoes directly. Customs provides one-stop service with "one declaration, one inspection and one release", so as to enlarge the airline service area.

The characteristics of Truck-Airline are having simple procedures, operating conveniently and quickly.

Ⅱ. Which kinds of qualities of the carrier companies, vehicles and drivers of Truck-Airline have?

1. A carrier company of Truck-Airline shall have the warrant of carrying air cargoes from an airline company, and enable to issue international air waybills as an agent of the airline company.

2. A carrier company of Truck-Airline shall have the agent certificate of international air cargoes, which permits the carrier company to transport the import or export air cargoes internationally.

3. A carrier company of Truck-Airline shall have warehouses to store the goods under customs supervision and control in the named place of destination, which must satisfy the customs control requirements.

4. A carrier company of Truck-Airline shall have the registry certificates of itself, of means of transportation and of drivers that are issued by customs. After getting the permit from Baiyun Airport Customs House, the company can operate the Truck-Airline transportation.

5. The carrying vehicles shall set a GPS system and electron locks with IC cards if possible. The information about the carrier company, the vehicles and the drivers are recorded in the IC cards, instead on the Books for Supervision and Control over Vehicles.

Ⅲ. How does a carrier company apply for transporting Truck-Airline cargoes?

When a carrier company applies for transporting Truck-Airline cargoes, it shall provide the copies of Operation License, the Agreement, vehicles information and the written application to Baiyun Airport Customs House. Upon approval of customs, the carrier company may transport the Truck-Airline cargoes.

Ⅳ. How is Truck-Airline cargoes imported?

ⅰ.Before cargoes arrive, the airline company shall convey the electronic data about the air manifest of cargoes to customs, and the cargo agent shall convey the electronic data about the Sub-manifest to customs, too. After cargoes arrive, the airline company and the cargo agent shall offer customs the paper Manifest and Sub-manifest.

ⅱ.The carrier company applies for customs transit by submitting the transferring declaration form and the manifest of the Truck-Airline cargoes.

ⅲ.The carrier or its agent transships the cargoes in customs control vehicles under the approval of customs. Moreover customs affixes the seals with air manifest of cargoes, the air waybill and the manifest of Truck-Airline cargoes, etc, the seals are submitted to the customs office of destination by carriers.
ⅳ.After the cargoes arrive at the destination, the carrier company or its agent submits the seals to the customs, and conducts audition and cancellation for customs transit under the confirmation of the customs office of destination. Then the customs declaration may be made by consignees or their agents.

Ⅴ. How is Truck-Airline cargoes exported?

ⅰ.Submitting the export declaration form, the land carrying manifest, the book for recording vehicles inward or outward Hong Kong, consignors or their agents make the export declaration and the direct customs transit at the customs office of departure.

ⅱ. After the releasing upon the customs confirmation, the seal is made. And it is submitted to Baiyun Airport Customs House as well as the air waybill by the carriers of Truck-Airline.

ⅲ.After the customs control vehicles arrive at Baiyun Airport, the seal is submitted. The electronic data of customs transit shall be written off by customs upon the confirmation. By the carriers or their agents, the cargoes and the air waybill and the relevant materials are submitted to the air freight department to deliver.

ⅳ. After the cargoes depart from the customs territory, Baiyun Airport Customs House confirms the clean bill of loading for export cargoes submitted by the airline company, and conduct audition and cancellation to customs clearance. The issuing of the copy for the foreign exchanges settlement of the declaration form and the copy for drawback can be completed in the customs office of departure by consignors or their agents.
