Stelco Holdings Inc. will indefinitely idle finishing operations at its Hamilton, Ontario plant, affecting up to 500 workers across Hamilton and Lake Erie. The company said the move was 'unfortunate but necessary', citing US tariffs that have cut demand for its cold rolled and galvanized products. Demand in its traditional markets fell almost 25% in Q2 2026 vs the 2024 quarterly average, with Canada down 10%. Ottawa's import curbs have cut volumes but not enough to close the gap. Production will be concentrated at the Lake Erie Works in Nanticoke, Ontario. Parent Cleveland-Cliffs said the product mix will change but steel tonnage will not, and will offer Hamilton staff Lake Erie roles. Peer Algoma Steel announced over 1,000 layoffs; ArcelorMittal Long Products Canada shut its Hamilton wire drawing mill.

Italy's steel association Federacciai warned that soaring energy costs are threatening the continuity of domestic steel production and urged the EU to suspend its Emissions Trading System (ETS). It said the combined burden of high electricity prices and carbon costs has left Italian mills, particularly electric arc furnace operators, facing unsustainable pressure, with some lines at risk of shutdown. Federacciai called on the EU and the Italian government to take emergency measures, including halting ETS allowance auctions and adjusting carbon cost pass-through rules, to protect steel supply and jobs. 유럽연합 집행위원회는 개정된 폐기물 운송 규정이 2027년 5월 21일부터 전면 시행되면 이집트의 EU산 철 및 비철 스크랩 수입을 금지할 것을 제안했다. 이집트는 인도, 파키스탄, 모로코, 방글라데시, 사우디아라비아와 함께 환경적으로 건전한 폐기물 관리를 입증하지 못했다. 이집트는 2025년에 EU 스크랩 186만 톤을 수입했고, 2026년 상반기에는 212만 톤을 수입해 전년 동기 대비 59.7% 증가하며 세계 3위를 기록했다. 철 스크랩 공급의 약 절반이 EU에서 온다. 제철소들은 대체 스크랩이나 더 많은 DRI가 필요할 것이다. 유럽발 운임은 톤당 20~25달러인 반면 중국이나 미국발은 톤당 35~40달러다. 이집트는 또한 EU와 미국의 반덤핑 조치로 2억 1,300만 달러의 철강 수출을 잃었다. 의견 수렴은 10월 16일에 마감되며, 채택은 2026년 4분기로 예정되어 있다.
