Recently, Changping District in Beijing issued a public notice soliciting opinions on the "Detailed Implementation Rules for Supporting Measures to Promote the Innovative Development of the Hydrogen Energy Industry in Changping District (Revised Draft)." The notice outlined six key support directions and 13 specific measures to promote the high-quality development of the hydrogen energy industry in Changping District. The specific support measures are as follows:
(1) Encourage technological R&D innovation. Support basic frontier technology research, with a focus on breakthroughs in the entire hydrogen energy chain, particularly in the field of hydrogen energy and fuel cells, to accelerate the emergence of innovative research results in the hydrogen energy sector, with a maximum funding support of up to 20 million yuan.
(2) Promote the application of technological equipment. Encourage the application of innovative products in the hydrogen energy field, support the promotion of hydrogen energy equipment, and encourage leading hydrogen energy companies to purchase hydrogen energy and fuel cell components and equipment, with a maximum funding support of up to 10 million yuan.
(3) Promote the agglomeration development of enterprises. Support enterprise loan financing, provide policy-based credit guarantee services for innovative enterprises in the hydrogen energy field, and offer subsidies for loan guarantee fees and loan interest support.
(4) Provide development element guarantees. Reduce space costs by offering a three-year exemption and two-year half-rent subsidy for hydrogen energy enterprises leasing legally compliant production and office spaces, with a maximum subsidy of up to 5 million yuan; support the construction of hydrogen refueling facilities, providing 20% of the municipal-level station construction subsidy for new hydrogen refueling stations and oil-hydrogen hybrid stations, along with a 5 yuan/kg hydrogen operation subsidy.
(5) Support pilot demonstration applications. Encourage the promotion and application of hydrogen energy vehicles and comprehensive hydrogen energy demonstration applications, support enterprises participating in the construction of the Beijing-Tianjin-Hebei demonstration city cluster, and provide funding support for component production and R&D enterprises included in Beijing's fuel cell vehicle demonstration application projects and key component catalogs, with a maximum funding support of up to 10 million yuan.
(6) Foster an industrial development ecosystem. Encourage the construction of public service platforms in the hydrogen energy field, support enterprises in participating in the formulation of innovative standards, and carry out high-end brand-building activities with funding support, with a maximum funding support of up to 1 million yuan.
