Winning Bid Announcement for Guoneng Lingwu 2 Million kW Composite PV Base EPC Project] On February 14, Ningxia Electric Power Guoneng Lingwu New Energy Co., Ltd. announced the winning candidates for the EPC project of the Lingwu 2 Million kW Composite PV Base, which is part of the Ling-Shao DC supporting project (Sections 4, 5, and 6) with a total capacity of 600 MWp (DC side). On February 14, Ningxia Electric Power Guoneng Lingwu New Energy Co., Ltd. announced the list of candidates for the public bidding of the EPC project for the Lingwu 2 million kW composite PV base project (DC side) supporting the Ling-Shao DC system (Sections 4, 5, and 6) with a capacity of 600 MWp (DC side).

The total bidding capacity for this project is 600 MWp (DC side), divided into three sections. The capacities of Sections 4, 5, and 6 are as follows: 200 MWp PV field (DC side) for each section (with AC side capacity not less than 166.67 MW).

For Section 4, Shandong Electric Power Construction Third Engineering Co., Ltd. ranked as the first candidate with a bid of 1.57 yuan/W.

For Section 5, PowerChina Northwest Engineering Corporation Limited ranked as the first candidate with a bid of 1.54 yuan/W.

For Section 6, PowerChina Ningxia Engineering Co., Ltd. ranked as the first candidate with a bid of 1.54 yuan/W.

It is reported that on November 25, 2024, the winning bid results for Sections 1, 2, and 3 of the EPC project for the Lingwu 2 million kW composite PV base project (DC side) supporting the Ling-Shao DC system were announced.

For Section 1, China Energy Engineering Group Jiangsu Electric Power Construction First Engineering Co., Ltd. ranked as the first candidate with a bid of 1.63 yuan/W.

For Section 2, PowerChina Nuclear Engineering Co., Ltd. ranked as the first candidate with a bid of 1.61 yuan/W.

For Section 3, China Electronics Engineering Design Institute Co., Ltd. ranked as the first candidate with a bid of 1.56 yuan/W.

According to the bidding announcement, the site of the Lingwu 2 million kW composite PV base project supporting the Ling-Shao DC system is located in Baitugang Township, Lingwu City, Ningxia Hui Autonomous Region. The PV construction scale is 2,000 MW. Based on the site area of the PV base, one 330 kV booster station will be constructed for every 1,000 MW.

The total capacity of the two bidding rounds is 1,200 MWp (DC side), covering the PV field, collection lines (including collection lines from the PV array to the 35 kV switchgear of the newly built 330 kV booster station), on-site roads, fire protection facilities, plant greening, monitoring and panoramic monitoring, integration into the intelligent management and control platform system, and other main and auxiliary systems and equipment required for the normal operation and power generation of the project.

The contractor's scope of work includes but is not limited to: construction drawing design, procurement of equipment, materials, and spare parts, installation of equipment, electrical and control systems, construction and installation of civil works, equipment commissioning, system integration, joint trial operation, technical training, training of operational personnel, and acceptance.

All six sections require the design, construction, and procurement of equipment and materials (including fencing during the construction and operation periods) for the entire project of a 200 MWp PV field (DC side) (with AC side capacity not less than 166.67 MW), corresponding 35 kV collection lines (the electrical boundary point is the 35 kV collection line switchgear of the newly built 330 kV booster station, excluding the switchgear but including incoming cables and cable accessories). The project will be handed over after completion and acceptance.

The contractor is responsible for obtaining government support documents, project inspection, testing, individual commissioning, subsystem trial operation, and overall system startup, quality supervision and acceptance, achieving design values for production, completion acceptance, safe and stable grid connection of the entire station at full capacity, defect elimination, performance guarantee acceptance of the entire system startup, technical and after-sales service, personnel training, and all work until the project is handed over for production. This includes all work related to completion acceptance, such as inspections, tests, acceptance, and license processing required for project commissioning. For other matters that must be handled by the client according to laws and regulations, the contractor shall handle them on behalf of the client with the corresponding authorization letter provided by the client. The specific scope of work is as follows:

① Design Scope

Survey and design of construction drawings for the entire project in this section (the design principles must be based on the overall preliminary design that has been reviewed and approved for this project), preparation of technical specifications, and as-built drawings. The contractor must unconditionally cooperate with the preliminary design winning bidder to complete the integration of construction drawings and as-built drawings at all stages to meet the requirements for project commissioning and production.

The depth of documents at each design stage must meet the requirements of current national and industry standards, regulations, norms, and related provisions. The contractor is responsible for overall design coordination and services for this project (including on-site services), ensuring the approval of all design documents and drawings, and passing all reviews, inspections, filings, and archiving. The contractor is also responsible for all design disclosures, design reviews, and related work.

② Equipment and Material Procurement Scope

Including but not limited to PV modules, inverters, box transformers, cables and terminals (all 35 kV collection line terminals and intermediate joints must be equipped with online temperature monitoring devices), source control terminals, box transformer monitoring and control, optical cables, site video monitoring systems (including camera bodies, poles, foundations, back-end servers, and network transmission equipment, perimeter eagle-eye devices and supporting systems, a unified platform for the 1,000 MW video monitoring back-end, and integration into the intelligent management and control system), mounting brackets, embedded parts, lightning protection and grounding, local equipment for the intelligent management and control system, micro longitudinal and gigabit longitudinal encryption back-end, lightning protection grounding boxes for cables entering and exiting towers, fire protection facilities, and all connection materials between the above equipment and other equipment. The contractor is responsible for expediting, transportation, unloading, transfer, acceptance, storage, and custody of the above equipment.

③ Construction Scope

All construction and installation works for the PV field in this section. This includes but is not limited to all construction and installation works for the PV field, installation of PV modules, solar panel mounting brackets, foundations for mounting brackets, inverters, box transformers, direct-buried cables, 35 kV collection lines (all 35 kV collection line terminals and intermediate joints must be equipped with online temperature monitoring devices), cable trenches from the PV field to the #330 kV booster station, video monitoring foundations, drone cabin foundations, and installation of all materials and equipment. It also includes the groundbreaking ceremony and large-scale observation activities (details are provided in the quotation list).

The contractor shall carry out construction within the land acquisition scope of the client. If temporary land use beyond the land acquisition scope is required for construction, the contractor shall acquire the land and handle temporary land use approval procedures (including temporary land use for collection lines outside the red line and construction access roads).

④ Handling of Related Reviews and Acceptance Procedures (including but not limited to): The contractor is responsible for the grid-connected testing of this section (meeting the requirements of Document Ningdiaozi [2022] No. 54 issued by the Ningxia Electric Power Dispatching and Control Center, including all grid-connected, individual tests, and system acceptance tests before the power transmission line enters formal operation). The contractor shall handle all acceptance procedures before construction, before grid connection, and after grid connection (including various acceptances organized by the government and the client, safety management filings for power construction projects with the Northwest Energy Regulatory Bureau, and quality inspections conducted by the Power Quality Supervision Center or Renewable Energy Quality Supervision Center at specified project stages). The contractor shall obtain the corresponding reports and transfer notices. The contractor is responsible for the operation and maintenance of all equipment during the startup and trial operation process within the bidding scope. The contractor shall handle construction drawing review procedures (including reviews and filings by the government, power grid, fire protection, and other relevant departments), power quality testing, and protection setting calculations. The contractor is responsible for handling the final acceptance and filing of environmental protection, soil and water conservation, safety facilities, occupational disease prevention facilities, lightning protection, fire protection, and other aspects of project completion. The contractor shall also handle supervision, testing, and acceptance during the implementation process of this section, obtaining the corresponding reports and passing government inspections. The contractor shall implement measures for soil erosion prevention, environmental pollution prevention, land reclamation, and sand control as specified in the approved soil and water conservation plan and ecological environmental impact assessment report, meeting the government’s acceptance standards. The contractor shall handle coordination procedures for construction interruptions involving roads, communications, electrical systems, and railways. Any costs and delays caused by untimely handling of procedures shall be borne by the bidder. The contractor is responsible for the production and installation of equipment system nameplates (including safety warning signs) to meet the requirements of the power grid and the client for acceptance. The contractor shall complete all work related to completion acceptance (including but not limited to inspections, tests, acceptance, and license procedures required for project commissioning). For other matters that must be handled by the client according to laws and regulations, the bidder shall handle them on behalf of the client with the corresponding authorization letter provided by the client. The preparation, consultation, review, organization of meetings, and all work related to the acceptance documents for the above-mentioned inspections and acceptance, up to the completion acceptance, shall be fully undertaken by the bidder, who shall bear all costs.
