As of February 29, the operating rate of steel rolling mills that rely on external steel billets was 14.29%, up 8.57 percentage points MoM, but down 34.71 percentage points YoY.

During the Spring Festival, steel rolling mills that rely on external steel billets were all suspended for the holidays; after the Lantern Festival, the steel rolling mills resumed work. However, due to national construction steel price downturn, manufactures were more cautious, resulting in slower production resumption. Some rolling machine at steel mills are still undergoing technical transformation, and are expected to resume production in mid-March. The operating rate will continue to recover, but may not be as high as the same period last year.

[India Domestic] Domestic steel prices up amid tight supply while scrap prices remained mostly flat in major cities. Offers were around 488-490 USD/tonne (46,800-47,000 INR/tonne) and few deals concluded at current level, heard from market sources. HMS 1&2 (80:20) unchanged 394 USD/tonne (37,800 INR/tonne) delivered Mandi. Durgapur billet up 2 USD/tonne (200 INR/tonne) to 455 USD/tonne (43,600 INR/tonne) delivered Durgapur. Sponge iron PDRI rose 4 USD/tonne (400 INR/tonne) to 294 USD/tonne (28,200 INR/tonne) EXW Raipur.

[미국, 알제리산 선재에 대한 상계관세 확정]

미국 상무부는 2026년 9월 15일 알제리산 탄소 및 합금강 선재에 대한 상계관세(CVD) 조사에서 최종 긍정 판정을 발표했으며, 해당 명령은 9월 18일부터 적용된다. 앞선 예비 판정에 대해 제출된 의견이 없었기 때문에 상무부는 최종 결정에 예비 판정 결과를 채택했으며, 이에 따라 SPA Algerian Qatar Steel 및 기타 모든 알제리 생산·수출업체에 73.33%의 보조금율이 설정되었다. 미국 무역대표부가 알제리를 “보조금 협정 국가”가 아니라고 판정했기 때문에, 이번 상계관세 건에 대해서는 미국 국제무역위원회의 산업 피해 판정이 요구되지 않는다.

퀸즐랜드, 19억 호주달러 규모 철강·재활용 프로젝트 3건을 지정 프로젝트로 선언

호주 퀸즐랜드 주정부는 총 19억 호주달러(약 1조 6,800억 원) 이상 규모의 철강 및 재활용 개발 사업 3건에 대해 상향된 ‘지정 프로젝트’ 지위를 부여했다. 이를 통해 국내 철강 공급 강화를 위한 인허가 및 인프라 조정이 용이해질 전망이다. 에퀘스트 스틸은 핑큰바의 23헥타르 부지에 고철 기반 철강 재활용·제조 시설인 알터 스틸 밀에 10억 5,000만 호주달러를 투자할 계획이며, 퓨처 포지웍스의 6억 4,000만 호주달러 규모 스완뱅크 스틸 밀은 2028년부터 현지에 철근을 공급하는 것을 목표로 한다. 심스는 또한 기존 핑큰바 해안 부지를 통합 금속 재활용·가공·물류 허브로 단계적으로 재개발하는 약 2억 1,500만 호주달러 규모의 사업을 제안하고 있다. 이들 프로젝트를 통해 건설 일자리 2,000개 이상과 운영 인력 550명 이상의 고용이 창출되고, 주 외 및 해외에서 공급되는 철강에 대한 의존도가 낮아질 것으로 기대된다.
