Qinghai Electricity Market Implements New Management Measures for Electricity Sales Companies

The Qinghai Electricity Market Management Committee has issued a notice, and issued 2 management measures regarding the performance guarantee certificates for electricity sales companies in the Qinghai electricity market. Annex II is the management measures for the Qinghai electricity market imbalance fund, which stipulates the various market entities in this measure, including power generation enterprises in Qinghai Province (including DC auxiliary power supply), wholesale users, electricity sales companies, power grid enterprises acting as agents for power purchase, retail users, load aggregation merchants, independent energy storage, and power grid enterprises. The electricity sales revenue includes guaranteed user electricity fees for residents, agriculture, clean heating, greening electricity in the north and south mountains of Xining City, etc. (including line losses), electricity fees for market-based users (including power grid enterprises acting as agents for power purchase) (including deviation electricity fees), and electricity fees for inter-provincial power transmission. These measures will take effect from January 1, 2024.
