French President Jean-Claude Macron put forward his "French 2030 Plan" on Tuesday.
Macron outlined a five-year, 30 billion-euro investment plan to boost the country's high-tech industry and reduce its dependence on imported raw materials and electronic components such as microchips.
Mr Macron said the "France 2030" plan would use government funds for 10 goals, including the development of small "modular" nuclear reactors, the development of "low-carbon" aircraft, green hydrogen production, industrial modernisation and decarbonization, and start-up financing.
Although France has accelerated the start-up of new digital and technology companies in recent years, the novel coronavirus epidemic and the subsequent disruption of the supply chain have brutally exposed France and the EU's dependence on imports, particularly in medical products and automotive microchips.
"We need to reinvest in our growth strategy," Macron said at the Elysee Palace. "if we don't reindustrialize the country, we can't be an innovative and research country again."
Macron said that the purpose of the plan is to strengthen the country's autonomy, "so that France and Europe can regain control of their own destiny."
Senior French officials said the plan would require 4 billion euros of capital from the government and about 30 billion euros in budget spending, which will range from 3 billion to 4 billion euros for the next fiscal year starting on January 1.
Prior to this, the European Union also launched a 100 billion euro post-epidemic recovery plan, which is partly funded by the European Union.
Macron said France is committed to becoming a leader in green hydrogen by 2030 and building smaller nuclear reactors.
Rob Crayfurd, a senior executive at CQS NewCity, an investment manager, said gas and coal prices had risen rapidly to new highs this month, exacerbating Europe's energy crisis and "putting uranium back in the spotlight".
"the energy crisis has led governments to refocus on the advantages of safe energy supply for nuclear reactors and may be more willing to extend the life of existing reactors."
Last month, the price of uranium, an important fuel for nuclear reaction, rose by 37%.
