Proposal 1: "proposal on establishing a new electricity price mechanism for energy storage capacity with reference to pumped storage"
With the promotion of the "double carbon" strategy, China's energy storage industry has ushered in an era of great development. The output of electrochemical energy storage lithium batteries in the Chinese market in 2021 is about 32GWH, maintaining rapid growth. At the same time, the energy storage technology of sodium ion battery is about to fall to the ground, and electrochemical technology is expected to play an important role in the energy storage industry.
It is worth noting that due to the large scale of investment and long recovery cycle, capacity electricity price is an important measure and means to promote the healthy development of energy storage industry and improve the comprehensive efficiency of energy storage power station. At present, the pumped storage countries have introduced a capacity electricity price mechanism, but for the new type of energy storage with more space for development, they can not equally enjoy the capacity electricity price policy, facing unfair competition, development speed and quality are seriously limited.
With regard to the new type of energy storage, in the proposal on establishing a new electricity price mechanism of energy storage capacity with reference to pumped storage, Zeng Yuqun suggested that "all kinds of obstacles and hidden barriers restricting market competition should be removed." refer to pumping to establish a capacity electricity price policy suitable for the characteristics of new energy storage, form a stable and reasonable income space, build a fair competition market development environment, and promote the healthy development of all kinds of energy storage. "
Proposal 2: "proposal on speeding up the study of Battery carbon footprint in China and establishing a China-EU Mutual recognition Mechanism"
In the proposal on battery carbon footprint, Zeng Yuqun put forward three suggestions: the first is to speed up the research on battery carbon footprint methodology in China with the advantage of perfect industry chain and rich application data. At the same time, actively communicate with the European Union, establish a cooperation and exchange mechanism, and promote the coordination and mutual recognition of the methodology of carbon footprint of China-EU battery products.
Second, it is suggested that the relevant departments should update and release China's electric power carbon emission factors on an annual and sub-regional basis, and on this basis, establish a database of carbon emission factors in each link of China's battery industry chain, update them in time and inform the international community.
The third is to strengthen international cooperation in green power certification. This paper studies the green card management system which is suitable for the development and product demand of battery industry in China, and confirms its rights through digital technologies such as block chain, 5G, Internet of things and so on.
Proposal 3: "proposal on taking effective measures to promote domestic Lithium Resources to guarantee supply and stabilize Price as soon as possible"
Recently, when reviewing the national security strategy, the Politburo meeting of the CPC Central Committee made it clear that it is necessary to ensure the security of energy and mineral resources. Lithium resource is the core raw material of lithium battery. As for the supply of lithium resources, Zeng Yuqun said, "the current supply and demand situation of lithium resources is grim, and the development of the industry is facing challenges." The exploration and development of domestic lithium resources should be accelerated to ensure the security of the supply chain. At the same time, independent innovation and tackling key scientific and technological problems should be strengthened to improve the level of efficient recycling of resources. "
Proposal 4: "proposal on optimizing the road transport management system of large-capacity lithium battery to promote the healthy development of new energy industry"
With regard to the establishment of a high-efficiency and low-cost lithium battery transportation system, Zeng Yuqun suggested that the transportation management of lithium batteries can be improved from three aspects: first, strict transport access and strengthen law enforcement supervision. For enterprises that disrupt market competition, speculate to exploit loopholes in laws and regulations, and violate national transport laws and regulations, law enforcement penalties should be increased.
The second is to establish a supervision mechanism based on credit. Establish a "green channel" to maintain good credit, safety and compliance of lithium battery enterprises, reasonable incentives, such as lifting the night highway ban and other management restrictions to improve transport efficiency.
The third is to promote the management and control measures of transport classification and sub-scene, and formulate differential management measures to reduce transportation costs for some transport scenarios or products with high security, such as lithium batteries with low charge or lithium batteries transported in small batches in the city.
