Since September last year, China has put forward a timetable for carbon peak in 2030 and carbon neutralization in 2060. up to now, 20 provinces, municipalities and autonomous regions have proposed to study and formulate carbon peak plans in 2021, and various enterprises have also responded. Focusing on the automotive industry, new energy vehicles, hydrogen energy, new energy consumption, rechargeable infrastructure and so on have become the focus of development in recent years.
However, in the process of the development of automobile electrification, there are still many factors that restrict the development of the industry that can not be ignored. Such as power exchange related standards and regulations lag behind, such as hydrogen fuel cell related industry strategic planning is not clear and so on. To this end, recently, representatives of major automobile companies and automobile-related technology companies "two sessions" have made suggestions and suggestions to help the development of China's new energy automobile industry.
The sound of "changing electricity" is incessant, and it is the key point to solve the problems of investment cost, standards, regulations and so on.
In November last year, the General Office of the State Council issued the Development Plan of New Energy vehicle Industry, which put forward a development vision that the sales of new energy vehicles will reach about 20% of the total sales of new cars by 2025. However, according to the data of the China Association of Automobile Manufacturers, the cumulative sales of cars in China reached 25.311 million in 2020, of which 1.367 million new vehicles were sold by new energy vehicles, accounting for only 5.4%. This means that it will not be easy for the share of new energy vehicle sales to soar from 5.4 per cent to 20 per cent in just five years.
In the face of such a great disparity, in addition to the urgent need to break through the technical bottleneck, solving the charging problem has become the core of the development of China's new energy vehicle industry. Based on this, the infrastructure of new energy vehicles has become an important part of the new infrastructure in 2020, in which power exchange as a diversified form of energy supplement has become a hot topic in 2020.
However, it is worth noting that the high cost threshold, power batteries and other standardization issues are still "obstacles" in the commercialization of power stations. Therefore, there are still a lot of suggestions on "changing electricity" in the two sessions of the National people's Congress this year.
Among them, in the standardization of batteries for new energy vehicles, Ding Lei, member of the National Committee of the Chinese people's political Consultative Conference and CEO of yi, suggested the introduction of a national mandatory standard for power batteries, "uniform specifications and interchange"; take the exchange of power stations as the focus of the new infrastructure, effectively solve the pain points with limited mileage, promote the development of new energy vehicles, and contribute to the "blue sky defense war".
Chen Hong, deputy to the National people's Congress, secretary of the party committee of SAIC, and chairman of the board, pointed out in the proposal on improving the business model policy system of the separation of vehicles and electricity for new energy vehicles, the business model of "separation of vehicles and electricity" for new energy vehicles is the direction encouraged by the state to explore, mainly including fast-change, non-fast-change and other operation modes.
Based on the after-sales maintenance equipment of the existing 4S store, the battery can be replaced without a huge investment, and it has the feasibility of compatible quick-change mode, so the market prospect will be broader.
He suggested that the state should at the same time encourage the promotion and application of non-fast-change and fast-exchange "vehicle-electricity separation" mode to promote the development of new energy vehicles; and relevant state departments should coordinate research to comprehensively sort out and introduce perfect management policies for the "vehicle-electricity separation" mode. The smooth implementation of the "vehicle-electricity separation" model involves many links, such as product announcement, vehicle registration, taxation, insurance and so on. It is suggested that the relevant ministries and commissions of the state should improve the corresponding policies and procedures in view of the difficulties in the promotion of different "vehicle-electricity separation" models, and speed up the implementation of the application of "vehicle-electricity separation".
Li Shufu, deputy to the National people's Congress and chairman of Geely Holdings Group, put forward two suggestions related to the development of new energy vehicles. Among them, in addition to revising industry standards to adapt to the railway transport of electric vehicles and lithium batteries, he also proposed to supplement the quality and length limits in the GB 1589-2016 standard in view of the new mode of electrification of trucks and heavy trucks, and the practical difficulties encountered in the development of new business type.
1. For each electric truck equipped with 1kW.h, the maximum total mass limit of the vehicle is increased by 10kg on the original basis to offset the effect of the increase in vehicle preparation quality caused by the equipment power battery.
2. The limit value of the whole vehicle length of the car train (articulated train) with the power exchange mode is 18.5m, in order to meet the rapid popularization and application of the power exchange mode in the new energy truck.
"hydrogen" sounds "hydrogen", industrial strategic orientation and standards and regulations need to be issued urgently.
At present, China is facing the double test of environment and energy security, and the goal of carbon neutralization requires our country to speed up the transformation to clean energy, among which the development of hydrogen energy is becoming the key supplement of energy transformation in our country. Hydrogen fuel cell vehicles have become the most effective way to make efficient use of hydrogen energy. In this context, in recent years, from the guidance of the government to the participation of giants, the hydrogen fuel cell vehicle industry is gradually rising.
Since the beginning of 2021, new information has been emerging, whether from local government policies, hydrogen fuel cell vehicle enterprises, fuel cell related parts industry, or hydrogen energy supporting infrastructure construction. However, it should be known that the large-scale commercial application of fuel cell vehicles is still restricted by economy and practicality. The continuous decline of fuel cell system cost and the continuous improvement of performance are the primary problems to be solved before large-scale commercial application.
To this end, Wang Fengying, a deputy to the National people's Congress and president of Great Wall Automobile, who attended the 14th meeting, based on in-depth investigation and practice of her industry, put forward three proposals on the globalization, intelligence and new energy development of Chinese automobiles, including "suggestions on promoting the development of fuel cell vehicles to achieve carbon peak and carbon neutralization goals."
In her "proposal", it is pointed out that the strategic orientation of China's hydrogen energy industry is not clear, the supporting policy is not perfect, the management of hydrogenation stations is absent, the supply system of hydrogen energy for vehicles is not perfect, and the autonomy of key materials and parts is still inadequate. vehicle manufacturing and high hydrogen prices have hindered the process of industrialization. In order to support the large-scale demonstration application of fuel cell vehicles, there is an urgent need to solve the problems exposed by the industrial development in our country.
Therefore, Representative Wang Fengying suggested:
First, formulate the national top-level design of hydrogen energy and improve the standards and regulations;
Second, guide to increase the investment in basic scientific research of hydrogen fuel cell and break through the technical bottleneck of core materials and key components;
Third, speed up the industrialization ability of fuel cell vehicles and encourage various means to reduce the promotion cost;
Fourth, strengthen the coordination of high-quality resources and optimize the environment for industrial development.
Also holding the same view is Chen Hong, deputy to the National people's Congress, party secretary of SAIC Group, and chairman of the board. In his proposal of "speeding up the policy matching of the hydrogen fuel cell vehicle industry to promote the green and low-carbon development of the automobile industry," he pointed out that as an important use scene of hydrogen energy and the ultimate green product of transportation, hydrogen fuel cell vehicles, after years of independent innovation and development, the main key technologies have been close to the international mainstream level. It has entered the initial stage of commercial application, and once it is popularized and applied on a large scale, it will make a great contribution to the carbon peak process in the transportation industry.
However, the development of hydrogen energy industry is faced with the "iron wall encirclement" of current regulations and policies, and the development of various links such as hydrogen production, hydrogen storage, hydrogen transport, hydrogenation and so on are subject to various restrictions of current regulations and policies. Compared with the regulations and policies of energy management such as transportation fuel and natural gas, at present, the management of hydrogen energy is mainly "across-the-board", generally managing hydrogen energy with reference to dangerous chemicals, which increases a lot of obstacles and costs for the commercial application of hydrogen energy, resulting in a sharp increase in the cost of hydrogen energy from the manufacturing end to the user end, which is not conducive to the rapid growth of emerging strategic industries.
To this end, Deputy Chen Hong suggested that a unified strategic plan for China's hydrogen energy should be formed at the national level as soon as possible. To formulate a roadmap for the development of China's hydrogen energy strategy at the national level, to define the phased goals and the focus of step-by-step implementation; secondly, to establish and improve the management system and mechanism, to clarify the lead authorities, and to establish a strong inter-departmental coordination mechanism to co-ordinate the implementation of the hydrogen energy strategy.
It is suggested that there should be a breakthrough in the policies and regulations of hydrogen energy management. For example, the upper, middle and lower whole industry chain of hydrogen energy will form special regulations and policies separately, which will converge with fuel gasoline and diesel as far as possible in the process of examination and approval and supervision.
It is suggested that the scope of emission reduction projects for quota management in the national carbon emissions trading market and the pilot scope of carbon trading should be expanded, and the projects of industrial by-product hydrogen purification, hydrogen production from renewable energy and hydrogenation stations should be included in the scope of emission reduction projects. in order to enter the national carbon emissions trading market, improve the scope of benefits of green hydrogen production projects, and guide the enthusiasm of society for investment in green hydrogen production projects.
Deputy Chen Hong also suggested that there should be a special subsidy for the use of green hydrogen (hydrogen energy generated by renewable energy) for a certain period of time in the demonstration cities of hydrogen fuel cell vehicles.
