3.3 This procurement requires bidders to meet the following registered capital requirements:
Production type registered capital: 2 million yuan or more
Circulation type registered capital: 1 million yuan or more

3.5 This procurement requires bidders to have the following capability, financial, and other requirements:
Financial requirement: Registered capital should not be less than 30% of the total planned price amount (excluding tax), with production suppliers having a registered capital of ≥2 million yuan and circulation suppliers having a registered capital of ≥1 million yuan. (Note: The bidder's registered capital should not be less than 30% of the total planned price amount (excluding tax). In case of multiple winners, the registered capital should not be less than 30% of the section or bid amount (excluding tax). If the supplier's registered capital is less than 30% of the section or bid amount (excluding tax), the principal must provide the tender company with a review document of the proposed winner's performance and supply capacity before finalizing the bid. The tender company will archive this document as an attachment in the tender system.)
