SMM: on September 18, the Ministry of Industry and Information Technology issued the reply to recommendation No. 7609 of the third session of the 13th National people's Congress, saying that the draft standard of "Technical conditions for four-wheeled low-speed electric vehicles" was approved by the administrative department in charge of standardization under the State Council in September 2019, and is currently speeding up the preparation of the standard.

The Ministry of Industry and Information Technology pointed out that most low-speed electric vehicle manufacturing enterprises do not have the qualification for motor vehicle production, and their products do not meet the requirements of national standards, and most of them are illegally produced, sold and used on the road in the name of "walking vehicles for the elderly." However, due to its low purchase price, low use cost and other reasons, to a certain extent, it meets the domestic demand for short-distance travel in cities or rural areas below the third and fourth lines, and has developed in some areas in recent years.
According to the Ministry of Industry and Information Technology, in order to further strengthen the management of four-wheel low-speed electric vehicles, with the approval of the State Council, six departments, including the Ministry of Industry and Information Technology, the Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Transport, and the General Administration of Market Supervision, jointly issued the Circular on strengthening the Management of low-speed Electric vehicles in November 2018, requiring the local people's governments of all provinces, autonomous regions and municipalities directly under the Central Government to organize the clean-up and rectification of low-speed electric vehicles. It is strictly forbidden to increase the production capacity of low-speed electric vehicles, speed up the standardized management of low-speed electric vehicles, and establish a long-term supervision mechanism.
Since the release of the Circular, Shandong, Jiangsu, Henan, Hebei and other key areas have organized and carried out a survey, clean-up and rectification of low-speed electric vehicle production and sales enterprises, successively established a working mechanism, organized and carried out relevant governance work, and standardized the development of low-speed electric vehicle industry, and achieved certain results.
With regard to the standard for four-wheel low-speed electric vehicles, the Ministry of Industry and Information Technology said that the Ministry of Industry and Information Technology has organized industry experts and key enterprises to carry out many discussions, and all parties have reached a consensus that "micro, short-distance, low-speed, use in specific areas, safety and environmental protection requirements will not be reduced." the draft standard for "Technical conditions for four-wheeled low-speed electric vehicles" was approved by the administrative department in charge of standardization under the State Council in September 2019. At present, the preparation of standards is being accelerated.
In the next step, the Ministry of Industry and Information Technology, together with relevant departments, will continue to solidly promote the management of low-speed electric vehicles and speed up the formulation of standards for low-speed electric vehicles. we will further improve the specific management measures for the production, sales, taxes and fees, insurance and use management, and after-sales service of low-speed electric vehicles, and improve the management system of low-speed electric vehicles.
