[Solar: French startup Carbon abandons 5GW PV gigafactory project]

French solar startup Carbon has abandoned its planned 5GW PV gigafactory in Fos-sur-Mer, southern France. The project, previously designated a Project of Major National Interest, was expected to cover production from solar cells to modules with an estimated investment of EUR 1.5 billion. Carbon said the project required a protected European market to support industrial ramp-up, but the EU regulatory framework failed to provide sufficient policy visibility or preferential treatment for European-made products. SMM believes the cancellation highlights ongoing challenges for Europe’s PV manufacturing reshoring, including high costs, financing uncertainty and limited policy protection.

[Solar: Italy’s FerX auctions to allocate 10GW of PV capacity in 2026-2027]
Italian energy agency GSE said upcoming FerX renewable energy auctions planned for 2026 and 2027 will allocate 10GW of PV capacity and 16GW of wind power. The goal is to hold one auction by the end of this year and two more in 2027, pending final EU approval. The first FerX auction awarded 7.7GW of PV capacity at an average price of EUR 0.05682/kWh, while the second solar auction allocated 1.1GW and was the first to apply NZIA resilience criteria, excluding Chinese modules, cells and inverters for PV projects above 1MW. SMM believes Italy’s FerX scheme is supporting renewable deployment while strengthening Europe’s push for localized and diversified clean energy supply chains.
