[Ningbo Port Brass Import Control and Dashie Terminal Construction "Double Impact"?] According to SMM, the recent inspection volume of recycled scrap containers at Ningbo-Zhoushan Port's largest single container terminal, Ningbo Port Beisan Terminal, has exceeded 4,000 TEUs, with an average daily inspection volume of around 180 containers. The inspection volume at the port has returned to normal levels. Currently, aside from the inspection volume, other related business operations are also functioning normally, and market order remains relatively stable.

       According to SMM, the recent inspection volume of secondary scrap containers at the largest single container terminal in terms of throughput at Ningbo-Zhoushan Port—Ningbo Port Beisan Terminal—has exceeded 4,000 TEUs, with an average daily inspection volume of approximately 180 containers. The inspection volume at the port has returned to normal levels. Currently, aside from inspection volumes, other related business operations are also functioning normally, and market order remains relatively stable.

       However, recently, certain port areas in Ningbo have clarified a series of new requirements for the import of secondary copper (alloy) raw materials. Notably, starting from March 2025, customs will implement strict controls on brass originating from certain European countries, particularly Italy and Spain. These controls mainly target issues related to faucet dismantling, as well as mixed brass with excessive dust and dirt and substandard quality, with significantly heightened inspection standards.

       Additionally, according to SMM, the continuous rise in copper prices after the holiday has driven brass billet prices to remain at high levels. Most brass billet producers reported that post-holiday new orders have performed well, with raw material demand gradually increasing. Brass billet enterprises indicated that Europe accounts for approximately 20% of China's imported brass, making it the second-largest source of imported brass for China.

       Furthermore, SMM has learned that Ningbo Daxie Terminal is expected to commence the construction of a container berth, with an estimated construction period of one year. During the construction period, the existing inspection site and container yard will be occupied, which is highly likely to cause port congestion at Daxie Terminal, significantly affecting inspection and customs clearance efficiency.

       In summary, to avoid the large-scale return of brass containers in 2024, enterprises need to promptly adjust their sourcing channels or improve cargo pre-processing procedures to ensure smooth customs clearance of imported goods. For companies relying on Daxie Terminal for secondary copper raw material import and export operations, it is necessary to plan alternative transportation routes or adjust cargo delivery schedules in advance to mitigate the risk of port congestion.

Trading volume reached 22,700 lots, and open interest stood at 268,600 lots, an increase of 3,229 lots from the previous trading day, driven by bullish positioning. Overnight, the most-traded SHFE copper 2610 contract opened at 108,500 yuan/mt, dipped to 108,310 yuan/mt in early trading, then its price center moved straight up to touch 108,760 yuan/mt, before drifting lower to close at 108,390 yuan/mt, up 0.26%. Trading volume reached 28,300 lots, and open interest stood at 206,000 lots, a decrease of 876 lots from the previous trading day, driven by bearish position reduction.
