【SMM News Flash】 China Consults on Spot Power Rules, Proposing Joint Bids for Renewables and Storage

Published: Oct 20, 2026 10:02 (GMT+8)

October 19, China’s National Development and Reform Commission opened consultation on revised electricity spot-market rules, with comments due November 18. The draft includes storage, virtual power plants, load aggregators, smart microgrids and direct green-power supply projects among new market participants. It proposes joint bidding by renewable generators and their on-site storage for bidding, clearing, dispatch, settlement and performance assessment.

The draft generally adopts locational marginal pricing and proposes compensation for eligible generation costs required for system security but not recovered through spot energy prices. Settlement would use daily calculations and monthly billing. Ancillary services, including frequency regulation, reserves and ramping, would progressively be co-optimized with spot markets. Regional and provincial markets would also gradually shift from volume-difference to price-difference settlement. These provisions remain proposals.
