[SMM PV Flash] California Signs VPP and Plug-In Solar Bills but Vetoes Community Solar Reform

California’s governor signed SB 913, SB 905 and SB 868 on September 30, creating new pathways for aggregated customer-owned solar, batteries and electric vehicles to participate in resource adequacy and grid planning while improving distribution-system data and performance assessment. SB 868 provides an interconnection exemption for certified portable plug-in solar systems of up to 1,200 Wac, with implementation expected from January 1, 2027 and the current exemption framework scheduled to run through January 1, 2030. The governor separately vetoed AB 1813, leaving the proposed statewide community renewable energy subscription framework without approval even as virtual power plants and plug-in solar gain clearer policy support.
