The high-ferrotitanium procurement project (AGLYCGHGZHD260928321744) is tendered by Lingyuan Steel Co., Ltd. The tender project funds come from self-raised funds. The project has met the tender conditions and is now open for public tender.

2. Project Overview and Tender Scope

2.1 Project name: High-Ferrotitanium Procurement

2.2 If the tender fails, it will be converted to another procurement method: converted to negotiated procurement

2.3 For the tender content, scope, and scale of this project, please refer to the attachment "Material List Attachment.pdf".

3. Bidder Qualification Requirements

3.1 Consortium bidding is not allowed for this tender.

3.2 This tender requires bidders to have the following qualification requirements:

(1) Production-type business license

(2) Distribution-type business license

3.3 This tender requires bidders to meet the following registered capital requirements:

Production-type registered capital: 2 million yuan or above

Distribution-type registered capital: 2 million yuan or above

3.4 This tender requires bidders to have the following performance requirements:

.Provide at least one supply contract of the same or similar type from 2020 to the present, along with the corresponding invoices (quantities and prices must not be obscured, to facilitate verification of authenticity).

3.5 This tender requires bidders to have the following capability requirements, financial requirements, and other requirements:

Other requirements: See the procurement plan for evaluation criteria.

3.6 For projects that must be tendered according to law, bids from dishonest judgment debtors are invalid.

India's industrial output (IIP) grew 8.0% YoY in August 2026 with manufacturing up 9% and April-August IIP growth at 6.8%. Demand from steel-using sectors was strong. Fabricated metal products grew 16.9% in August (12% in April-August) and other non-metallic mineral products, which include cement, grew 11.4% (10.2% in April-August). Capital goods rose 17% (16.3% in April-August) and infrastructure/construction goods rose 6.4% (7.3% in April-August). In transport, motor vehicles grew 25.2% (19.2% in April-August) and other transport equipment grew 25.3% (22.7% in April-August), while machinery and equipment grew 10.3% (10.4% in April-August). Together, these numbers show solid activity in construction, engineering and auto sectors, which are major buyers of steel, so steel demand looks supported in the near term.

Austrian steelmaker voestalpine received 790 tonnes of core technological equipment manufactured across Germany, Italy, and Turkey for its new electric arc furnace (EAF) at the Linz plant on September 22, 2026. The new EAF infrastructure, part of the company's "greentec steel" decarbonization initiative, is scheduled for its first smelting runs in the first half of 2027. Once fully operational, the Linz EAF will replace existing blast furnace capacity to produce approximately 1.6 million tonnes of lower-carbon steel annually, aiding the group's target to cut CO2 emissions by 30% by 2029.
